Taliban attacks heart of Afghanistan, 28 feared dead


At least 28 people were killed and more than 300 wounded when a suicide bomber blew up a bus full of explosives near a government security building in the heart of Kabul.

After the intial blast, which was described as huge by witnesses, armed men and more suicide bombers stormed the heavily-guarded compound, police said.

Al Jazeera's Qais Azimy, reporting from Kabul, said Tuesday's attack, which was quickly claimed by the Taliban, was likely the biggest such incident to hit the capital since 2001.

With the attack happening during morning rush hour in a crowded are, the number of deaths was likely to rise, according to police.

"Our sources are telling us that at the time of explosion there was a graduation ceremony going on for new recruits when the suicide bomber detonated himself," Azimy said.

The security agency attacked is responsible for protecting government ministers and VIPs.

A police spokesman, Basir Mujahid, told Al Jazeera that the gunfight was ongoing, as Afghan special forces rushed to the scene.

"The Taliban are still fighting with the security forces," Mujahid said.

In a statement, the Presidential Palace condemned the attack "in the strongest possible terms".

"The explosion has caused a lot of damage to the government," Zabihullah Mujahid, a Taliban spokesman, told Al Jazeera.

The US embassy said it was not affected by the blast. The NATO military coalition also said it was unaffected.

The Taliban last week announced the start of their "spring offensive" even as the government in Kabul tried to talk them back to the negotiating table in a bid to end the country's drawn-out conflict.

In a statement, the group warned it would "employ large-scale attacks on enemy positions across the country", dubbing the offensive Operation Omari after the movement's late founder Mullah Omar.

Since then, fighting has raged around the symbolically-important northern city of Kunduz, which fell briefly to the Taliban last September.

The annual spring offensive normally marks the start of what is referred to as fighting season, though this past winter the usual lull was shorter as the group continued to battle government forces, though with less intensity.

Peace talks that began last summer were abruptly stopped after it was revealed that Taliban leader Mullah Omar had been dead for two years, a disclosure which sparked infighting in Taliban ranks.

Indian Consulate in Afghan attacked, ITBP responded


Powerful blasts and gunfire rang out near the Indian consulate and other foreign missions in the Afghan city of Jalalabad on Wednesday, with officials saying 14 people were injured in the attack.

Initial reports suggested one blast was triggered by a suicide bomber near the Indian consulate at noon, Khaama Press reported.

Other reports said at least four attackers were involved. One of them was gunned down by security forces and a search was underway for the others.

At least 14 injured people were admitted to hospital, officials were quoted as saying by Tolo News. The external affairs ministry said all Indian staff at the consulate were safe though an Afghan employee was injured.

Witnesses said small arms fire could be heard near the Indian consulate, which is located in an area with several other foreign missions.

The blasts shattered windows and doors in nearby buildings and destroyed at least eight cars. No militant group claimed responsibility for the attack.

In December, Afghan security forces said they had foiled two attempts to attack the Indian mission in Jalalabad, the capital of eastern Nangrahar province. They also said they had arrested two members of the Islamic State in connection with one of the planned attacks.

On January 4, three attackers stormed a building near the Indian consulate in Mazar-e-Sharif and exchanged fire with security forces for almost 25 hours before they were killed. The attack coincided with a terrorist assault on the Pathankot airbase in India.

The Pakistan-based Jaish-e-Mohammed was linked to the attacks in Mazar-e-Sharif and Pathankot.

Also in January, seven Afghan security personnel were killed while fighting terrorists who attacked the Pakistani consulate in Jalalabad. The IS claimed responsibility for the attack.

During the first week of January, a restaurant in Kabul frequented by foreigners and a contractor camp on the outskirts of the capital were attacked.

There has been a spike in violence since the start of 2016, a tough year for Afghanistan as insurgents escalated attacks to enter any peace negotiations from a position of strength.

    Home minister Rajnath singh scheduled a five day visit to China starting from this November 19th, Key issues like border problems, Naxal insurgency and joint effort to neutralize terrorism will be  discussed. Another key issues like South China sea and relations with ASEAN also likely to be discussed. Home minister plans to meet Chinese government officials to increase the co operation between both nations when dealing with International issues like Middle East issues and South China sea issue.

    Rajanth's visit will focus the border tensions along the International border starting from Ladakh to Arunachal Pradesh, The Modi led government invested in Chinese border to fortify the border with new infrastructures and additional troops. China contentiously protesting Indian advancement close to borders, which include several new out posts and Advanced Landing Grounds.

    Previous UPA Regime halted building additional watch towers, deployment of additional troops and official visit to Arunachal due to heavy Chinese pressure. However the new government didn't listen Chinese protests and continuing fortifying the borders with latest equipment and additional troops.

    Border Incursion's are often happen in such high altitudes, since both have no clear sights of their respective borders. The Chinese were more active on incursion and breaching Indian lines. Recent incident close to Daulat beg oldie created small hamper between two nations, when China constructed a small watch tower inside Indian boundary which will be destroyed by Indian forces later, Some sources reported that India alerted the Special forces for quick deployment in the incident zone for further Action. Later it was solved peacefully with flag meetings.  

     Most of the border incidents with China solved peacefully these days, with two party's flag meeting involving military and government officials to ease the tensions. China nowadays not interested in flag meets, which led further escalation in the issues. Rajnath will ask Chinese military and government officials to hold flag meeting regularly without failing.

    Rajant also meet Chinese officials to discuss about Naxal and maoist insurgency and possible Chinese funding of money and arms to the insurgents. North east militant groups actively get supports from Chinese covert agents. Earlier Indian Para military forces found Chinese originated small arms and ammunition in hands of Maoists and Naxals. Which makes controversy between two nations. Just like how Pakistan help Kashmir separatists, China doing with Naxals and Maoists.

     India and China will hold talks to neutralize ISIS terrorists activity in Asia, Uighur militants in China and Kashmir Militants in India would easily brainwashed by ISIS to carry out bigger attacks towards civilians. Both India and China would work jointly to thwart such plans. Both agreed to share any information regarding such terrorism planned against others.

  
  Rajnath planning to skip the South China sea issue in his visit, India taken wise step to stand against China in the South China sea in the name of free usage of International waters. India actively working to solve the disputes in the South China sea by conducting patrol missions close to Chinese artificial Island. India also deployed a Naval ship in South China sea as a operational deployment of India's act east policy.

    China also forced India to don't join the ASEAN nation's alliance, A state formation who teamed up against Chinese action in South China sea.  India will not join the ASEAN alliance however India may Stand with ASEAN nations statements and supports International freedom of Navigation mission over South China sea. Indian Navy also plans to fly FoN mission above the Chinese Artificial Islands.

   India all set to give four Mi 35 attack helicopters to the Afghanistan army as a good will to fight against Taliban and Pakistani sponsored terrorism. The proposed discussion will be held by coming days when the Afghan National security adviser meet his Indian counterpart Ajit Doval. Afghanistan looks Indian co operation to build peace and security along the state. India already deployed Forces and support systems in Afghan to fight against the Taliban terrorists and improve the country's economy and stability.

    Supplying the Attack helicopter is new in the defense cooperation. Earlier India provided HAL made Cheetal helicopters for utility purpose. However this is the first time India providing modern Mi 35 Hind E helicopters to Afghan. The Attack helicopters can be used to fight against Taliban's with it's superior fire power and defensive capabilities. Afghan already operating some Mi 35 attack helicopter bought directly from Russia earlier.

    After US overthrow the Taliban's from Afghanistan, India officially express interest to build stronger relationship with Afghanistan, With the US support India carried out friendly mission in early 2010.  India not engaged the fight against Taliban in Afghan, However India moved with infrastructure and economical aid to Afghan to establish good relationship for longer times.

     India invested bigger projects in Afghan by constructing Power plants, Health and Educational activities. The Indian Army's BRO (Border Road Organization) also sent in Afghan to build key roads around afghan to connect major cities like Delaram and Zaranj, Also take care of the Nimroz remote province and  assisted many humanitarian and civil constrictions. India also helped the Afghani's to stop depending on Pakistan for their economical needs.





    At first in 2005, India deployed more than 200 ITBP elite commando's to safe guard Indian missions in Afghan such as constructions, Educations and government buildings. The US and the Collation forces will not allow foreign troops inside their mission zone.Where India is the first country who deployed the forces inside Afghan with the support from Afghan political leaders. India also says once the ISAF mission ends India will deploy more troops inside afghan.

    The Pakistan is on other hand playing hide and seek games inside Afghan by plotting attacks and suicide bombings. The well known connection between ISI and Taliban has been whitewashed by Wikileaks, Once the ISI backed Taliban militants carried out a suicide attack in Indian Embassy Kabul. The Attack killed an Indian Army Brig general and a senior diplomat official. Same kind of attacks still happens in Afghan to sabotage Indian  missions. The recent one is last year attack in Indian Consulate Herat.  The attack was repelled by the ITBP Commando's.


    Providing assistance to Afghan Army is also a key interest, Most of the Afghan Soldiers are trained by Indian Army, India also hosts some Afghan nationals in NDA Pune. India supported the Afghan military by supplying armored personnel carrier and 4x4 Jeeps.  Earlier HAL Provided three Cheetal Utility helicopters to Afghan Army. All of them under operational.

    Taliban threats in Afghan still exists.As a recent example, this year Taliban seized two major districts in northern Afghan with Pakistani support. However the Afghan forces and US forces later carried out counter attack to re capture the lands from Taliban. The US earlier said will pull out all the troops from Afghan by 2015. however they revised their plans and extended to one more year.

    
     Afghan currently has less than 10,000 US Forces and Air crafts, Some 2000 other Soldiers from NATO countries, unknown number of Indian Army and Para military troops and 1,70,000 Afghan troops. However the Afghan troops are poorly equipped to fight against the Taliban's.Most of the times the Afghan positions are overrun by  Taliban's. However later The ISAF comes to the rescue.





    The Afghan Air force has some Mi 35 and Mi 17 for Air support, The MD 500 also provide close air support. Afghan set to receive the first batch of A 29 Coin aircraft's from Brazil in coming years to revamp their Air fleet. Which makes Afghan a good place in Middle East with the support of India.

    Home ministry approved the proposal of building more border outposts along the Indo China border to keep an eye on the border. Earlier this year Home ministry agreed to construct new border outposts along the border even with despite Chinese pressure. More than fourteen outposts already constructed along the Indo China border as per earlier cleared proposal. During the UPA Regime the government keeps those plans under tables due to the Chinese pressure on constructing new fortification along border. However new government won't listens Chinese doldrums and keep constructing more border outposts.

    ITBP not only building more constructions along the border, they deploying more personals and  equipment's to keep the Soldiers perfectly equipped to confront against Chinese interventions. The Ministry also told, that ITBP receiving more night vision devices and winter suits, Home Ministry also approved the ITBP proposal of adding eight new battalions under the ITBP Command, five of the new battalions will be deployed along the border, while rest of them will be deployed in Naxal and Maoists affected northern states.

    The ITBP's prime goal is to be stop Chinese soldiers illegal border crossing, Early 2013 the Forces failed to stop the Chinese incursion, they entered inside Indian Lands and erected Tents. After despite movements from the Indian government they vacated form Indian lands. Meantime during the new government's period PLA did tried to infiltrate many times, However the Army and ITBP managed to stop them before crossing the borders.





   Last month, PLA Troops managed to infiltrate and constructed a small watch tower. Indian Army and ITBP gets orders from the government to destroy the illegal construction inside Indian territory, Later reports suggest that Indian Army deployed their special forces close to Daulat Beg Oldie to carry out combat operation if the Border action team engaged by the PLA soldiers. This shows Government always tries to take aggressive moves.

    So far this year ITBP constructed six new border posts in Arunachal and Himachal Borders, and eight posts in Uthrakhand. ITBP didn't reveal the exact destination of the newly proposed border posts. However it's believed more will be established in Arunachal and Himachal area's. where most of the incidents happens in earlier. Also the ITBP officials declined to comment about the number of attempts made by the Chinese to infiltrate Indian borders. Earlier reports revealed 300 such attempts made by the Chinese.


    The ITBP has a long time proposal of dedicated transport helicopters for resupply. The Ministry allowed funds to hire helicopters privately. However the funds remains unused because of, the lack of such medium transport planes in private companies. The ITBP keep pushing the ministry to provide dedicated  transport fleet based on Mi 17. which can meet ITBP requirement.

ITBP plans new Command Center in Leh


    ITBP all set to commence new command center in Leh, to counter Chinese movements near Ladakh and Leh regions, recently Soldiers from Indian Army and ITBP commandos destroyed a small Chinese watchtower inside Indian territory, also Chinese Soldiers confronting Indian soldiers near border regularly, Indian Soldiers need to clear bunch of protocols before taking any action against the Chinese forces, there is no reports of using fire arms, however small manhandling reported many times, that can easily pave the way to use the fire arms, to eradicate the time delay and  perform quick reaction, ITBP asks the Ministry for a new Command center near Leh.

    The Home Minister, Rajnath Singh recently visited the Border area's and interacted with the Soldiers and officers posted close to International Border, they demanded a separate command center near Leh, to counter the Chinese infiltration near Ladakh and Leh, with the words from ITBP, once Rajnath return to Delhi, he starting working on the proposed plan.

   As of now, there were two ITBP head quarters, one is in Leh another is in Srinagar, however both of these head quarters under controlled by the ITBP Director General in Chandigarh, He is also responsible for the ITBP commando's deployed close to borders from Kashmir to Arunachal, so any precaution measures or orders should need the DG's approval, thus makes a huge delay before making any actions, What ITBP need is a new Command Headquarter in Leh, who can independently take decision and works very close to the Indian Army's 14 corps in Leh, thus give an upper hand to ITBP to confront Chinese incursions close to border.

     This allows ITBP and Indian Army works very closely, Since Indian Army has a command center in Leh, and ITBP has a Base camp in Daulat Beg Oldie, from their only ITBP send it's Soldiers to Patrol close to border Area's. ITBP, which is the first point of response to any incursion by the PLA, and the New command in Leh will be a completely new Command under the banner of `Ladakh Command’ and works on setting up the Headquarters at Leh would start soon, the Army too asking such separate command in Leh, however the Defense ministry Rejected it and keeps the Ladakh Base under Northern Military command. Indian Army's 14 corps currently deployed in Leh sector.

   As recently Ministry okay's ITBP's proposal of building 40 new Border outposts, where Chinese shows concern about Indian constructions close to borders, however Ministry sticks with his plans and rejected  Chinese plea.Home Ministry also willing to give two Mi 17 helicopters to ITBP to resupply the soldiers posted close to border,

India destroys Chinese Watch tower near DBG


   Combined team from Indian Army and Indo Tibet Border Police commando's destroys a Chinese built small watch tower inside Indian Territory, which leads a small deployment of force and stand off between  Indian and Chinese Forces, the Chinese made many attempts to breach the line of actual control, earlier in 2013 they camped inside Indian Territory, later the incident was solved by diplomatic relations, to ease the tensions between Indian and Chinese patrol Both of them set up flag meeting to resolve minor disputes themselves,

   When ever there is a incursion happens, both of them calls for a flag meeting to ease the tensions, also they conduct regular talks to stop the Chinese adventures cross border patrols, the Indian Chinese borders are not fenced or marked, they follows the earlier stone signs to identify their lands, as of 2015 there were nearly 150 such attempts were foiled by Indian forces when Chinese tries to enter Indian lands.

   Recently when the ITBP patrols near the Line of actual control, they found a small temporary camp/watch tower  inside Indian territory and found that was constructed by the Chinese to observe Indian Positions and movements, ITBP forces informed about this incident to the ITBP Base commander, and base commander informs the same to Indian Army's Northern command, both of them send normal message to the Chinese field commander about the incident and asks for a flag meeting

   The Indian side waited for the Chinese to start the dialogues, they never came, when the wait is over, The Army's northern command and ITBP's Daulat Beg Oilde command send a team to destroy the Chinese Construction, within a minutes the Army and ITBP Commands destroys the Chinese construction and plans to move their respected bases,






   Within a matter of time some hundred plus fully armed Chinese men entered inside Indian land and inspects the destroyed construction, Army and ITBP informed about the incident to the troop commander and shouted " Chinese Please go away from Indian Land ". The Indian Army too deployed some fully armed combat Team from Mountain division, both of them face off each other for  some hours, and Indian Army spotted fast moving vehicles from Chinese side, and Thinks Chinese massing their build up, so Indian Army command also readies it's combat vehicles from Daulat Base,

   However the inbound vehicles come and pickup those Chinese troops and fled away from the scene,  once they vacated the area, Army also moved out from the scene and ITBP continued their regular patrol,

   Nearby LAC, China had some two operational bases Just miles away from the LAC, where Indian's have one large base in Daulat Beg oldie with an operational Air strip, earlier IAF lands it's Hercules special operation plane in that landing strip, such facilities not available in Chinese side, however the base is some 20 miles away from the border, the soldiers construct temporary camps to patrol the border 24x7, the Chinese bases too situated some 20 miles away from the border, they too build temporary camps to conduct Patrols, and sometimes they build those camps inside India, that's the major reason behind the face off.

   The Line of Actual control is regularly patrolled by the  Indian Army and  the ITBP commando's, where Army's Northern command located in Leh, where massive Indian Army is deployed and they were ready to be moved nearby borders within a hour.

    The situation has escalated overtime across the Line of Actual Control (LAC), with Chinese repeatedly entering Indian Territory the tensions are high, and the hostile environments have hampered any measures Indian forces have taken overtime. LAC scales along one of the most hostile environments and is rigged with glaciers, rivers and mountains. These have served as natural barriers against any threat posed by China. The mountains at several places scale down to form valleys and at places can be scaled and an attack can be mounted. Even though the countries have held diplomatic meetings to solve the border issues, not much headway has been made. Both the countries have refused to recognize the McMahon line, which had substantially answered the disputed Arunachal border issues.

         Ranging from Kashmir's Aksai chin to the Eastern Arunachal, India shares a border which has been disputed for a long time. Claims of China over these areas led to the 1962 war, China not only fought for Aksai Chin but also waged war to claim its control over Arunachal Pradesh. After the war China controlled most of the Aksai Chin area and also claimed borders along Arunachal. Arguing over the agreements made when drawing the LAC, China waged another war but was repelled by the army.

         Arunachal attained its statehood in 1987, China repeatedly pressurized the Indian government to revert its decision failing which China warned of staging a war and annexing the disputed areas. Even though the situation slipped out of hands, it was controlled with the interference of various superpowers. To check the aggression of Chinese forces, Indian government setup the ITBP under the Home ministry which was responsible for controlling the borders along the LAC.

      ITBP has a tremendous track record and at several times has repelled any move by the Chinese. But in the recent times, Chinese have increased their presence and forces along the border. With increased Chinese presence and aggression, ITBP alone can’t handle the border situation, therefore it is crucial the government sets up another regiment that can act as an force multiplier thus checking the Chinese. A regiment raised among the existing regiments would not answer to this threat, rather the government has to raise a specialized regiment which can effectively handle the Chinese in these hostile environments.





       A specialized regiment with modern weaponry is the answer for this situation. This regiment would be specially trained for countering the aggressive moves by the Chinese. This regiment would be equipped to fight the Chinese in a hostile environment without much hindrance.

Why does India need an exclusive force to handle the Chinese?


      Chinese have bettered their conditions across the border over the years, the Chinese now enjoy one of the best infrastructural facilities and clubbed with the modern facilities at their disposal the Chinese reaction time will be extremely minimal. Hence it is crucial the government not only develops the infrastructure along the border but also sets up a corps that can retaliate within a moment’s notice.

        The government is now setting up Mountain Strike corps, which will have its headquarters at Panagarh in West Bengal, the corps will have a sanctioned strength of around 90000 soldiers. Panagarh and Pathankot under the Eastern command will host the new regiments. This regiment clubbed with the ITBP and the high altitude mountains which serve as a natural barrier, promise to keep the Chinese aggression along the LAC under control.

       A report recently tabled in front of the Parliament standing committee on defense has estimated that the that Indian Army needs a day to reach the frontlines of Tawang Region, where as the Chinese ground forces can reach within a matter of hours . The Indian side is plagued by shortfalls in logistics and infrastructure.

      Tawang is a disputed area and has been for long contested by the Chinese and Tibetans, Shortly after annexing Tibet, China has now announced that Tawang is an integral part of Tibet and has thus reclaimed that it is now a part of China. India has for long fought against this move of the Chinese, during the first Indo China war, India has successfully claimed substantial part of Tawang and thus a new border was formed along the Tawang area.

          Tawang is surrounded by Bhutan at its north east, and this is fortified thanks to the Himalayas which serve as a natural barrier. Towards south east is China, which is connected through various valleys and which the Chinese can use to easily mount an attack on these forward points.

            India has setup several fail proof steps to check the invasion, the ITBP was setup solely for this purpose and works under the Home ministry and the Indian army come up with its own forces to check any aggression along the border.

          Think Tanks have repeatedly warned about the infrastructure and the logistics problems the army may face in a full scale war scenario, the roads along this crucial stretch have never been maintained. The new government has now taken measures to boost infrastructures around Tawang, and has also planned to lay roads for quick deployment of the forces.

        The strength of force along this stretch is very minimal, the patrol is being conducted by very minimal force who are not very well equipped with enough equipments to tackle the problem. The Chinese have repeatedly shown aggression along this area, the ITBP has effectively driven out and checked this move by the Chinese efficiently proving their effectiveness and operational status.






          Diplomatic solutions to this problem have been sought for long and this has failed repeatedly, when the Chinese had tented inside Indian Territory the moves to check this by the army had failed and the army failed to receive any reinforcements in time hence escalating the situation. The Chinese on the other hand, received reinforcements and supplies within a few hours after the Indian army staged an offensive on the Chinese.

             India is now slowly planning to construct boost the infrastructure and build numerous roads and bridges along the ALG's. The government has gone ahead and has decided to establish makeshift helipads which can be used to provide resupplies within a moment’s notice. India is now building a Mountain strike corps which enables it to mount offensive in a moment’s notice. India has now planned to Air superiority and Close Air support fighters close to the borders to enable rapid movement of the forces.

 In another assertive step towards a routinely transgressing China on the border, the government has decided to double the number of troops guarding the Sino-Indian border in Arunachal Pradesh. In two more years, the strength of Indo-Tibetan Border Police (ITBP) on Sino-Indian border in Arunachal Pradesh will be increased by close to 10,000 troops.

     Home ministry is likely to sanction one more frontier (comprising of eight battalions with around 10,000 personnel) of ITBP to guard the border in Arunachal against transgressions by Chinese troops. At present there is only one frontier guarding the border in the state.

     In addition to this, the home ministry has also agreed in principle to sanction 10,000  more troops to the force to allow them rest and recuperation, effectively increasing the strength of the force by around 20,000. This decision has been taken as ITBP is a 100% deployment force with no soft postings. It has led to higher stress levels among jawans and eventual attrition.

     Home ministry sources said last week ITBP DG Krishna Chaudhary had met Home Minister Rajnath Singh to push for the twin sanctions. "The home minister was very receptive to the demands of the force and said he was expediting the sanction for 10,000 more personnel to guard Arunachal border. The sanction will be granted soon. On the issue of 10,000 more troops for rest and recuperation, the home minister has agreed in principle, but it may take some time," said an official privy to the discussions.

     The eight new battalions sanctioned for Arunachal Pradesh will guard 54 new border outposts to be constructed on the border, said sources. "It will take two years to raise and train the eight battalions. Meanwhile, the force will begin putting up the infrastructure to sustain them," said the official.

        At present, there are about 40 BoPs on the 1,126 km Arunachal border making patrolling and surveillance in the region extremely difficult. While on Indo-Pak border, there are BoPs every three-four km, on the Arunachal border the distance can stretch up to 50-100 km between two BoPs in certain sectors.





     The force, meanwhile, is happy that Singh has shown willingness for 10,000 troops for rest and recuperation. "We already work in inhospitable condition at heights of over 15,000 feet. Battalions earlier kept for rest and recuperation have now been deployed in Naxal areas. This leads to an ITBP jawan never having a soft posting," said an ITBP officer.
