Construction of border road in Arunachal

Government has taken cognizance of the road infrastructure created by China along the international border especially opposite Arunachal Pradesh. In order to provide the required road infrastructure to meet the requirement of defence forces, a holistic plan is under implementation.

Seventy-three roads have been identified as strategic Indo-China Border Roads (ICBR). Of these, 61 roads have been entrusted to Border Roads Organisation (BRO) of length measuring 3417.51 km. Out of 61 ICBRs with BRO, 27 roads of length measuring 1791.96 km are in Arunachal Pradesh.

At present 21 roads of length measuring 661.59 km have been completed which include 11 roads of length measuring 412.70 km in Arunachal Pradesh.

In order to remove the bottlenecks and expedite the construction works the following specific measures has been taken by the Government:

•  Chief Secretaries of various State Governments have been requested to constitute Empowered Committees under their chairmanship with Secretaries of concerned departments as members to resolve issues related to land acquisition, forest/ wildlife clearance, allotment of quarries etc. States of Sikkim, Arunachal Pradesh, J&K, Himachal Pradesh and Uttarakhand have constituted the Empowered Committee to resolve the issues pertaining to BRO. 

•  Ministry of Environment & Forest (MoEF) has given the General Approval under section 2 of forest (conservation) Act, 1980 for diversion of forest land required for construction /widening of roads entrusted to BRO in the area falling within 100 kilometers aerial distance from the Line of Actual Control (LAC) and for link roads between Border Roads in the area within 100 kilometer aerial distance from the Line of Actual Control (LAC) and National Highways/State Highways/Other roads subject to certain conditions. 

•  Outsourcing has been allowed to augment capacity of BRO. 

•  Long Term Roll On Work Plan (LTROWP) and Long Term Equipment Plan (LTEP) have been approved. 

• Enhanced financial and administrative powers have been given to the executives of BRO.

In addition to the ICBRs, 66 roads of length measuring 3221.94 km in Arunachal Pradesh are approved in the five year Long Term Roll on Works Plan 2015-2020 for construction / improvement.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Rayapati Sambasiva Rao in Lok Sabha.

       A report recently tabled in front of the Parliament standing committee on defense has estimated that the that Indian Army needs a day to reach the frontlines of Tawang Region, where as the Chinese ground forces can reach within a matter of hours . The Indian side is plagued by shortfalls in logistics and infrastructure.

      Tawang is a disputed area and has been for long contested by the Chinese and Tibetans, Shortly after annexing Tibet, China has now announced that Tawang is an integral part of Tibet and has thus reclaimed that it is now a part of China. India has for long fought against this move of the Chinese, during the first Indo China war, India has successfully claimed substantial part of Tawang and thus a new border was formed along the Tawang area.

          Tawang is surrounded by Bhutan at its north east, and this is fortified thanks to the Himalayas which serve as a natural barrier. Towards south east is China, which is connected through various valleys and which the Chinese can use to easily mount an attack on these forward points.

            India has setup several fail proof steps to check the invasion, the ITBP was setup solely for this purpose and works under the Home ministry and the Indian army come up with its own forces to check any aggression along the border.

          Think Tanks have repeatedly warned about the infrastructure and the logistics problems the army may face in a full scale war scenario, the roads along this crucial stretch have never been maintained. The new government has now taken measures to boost infrastructures around Tawang, and has also planned to lay roads for quick deployment of the forces.

        The strength of force along this stretch is very minimal, the patrol is being conducted by very minimal force who are not very well equipped with enough equipments to tackle the problem. The Chinese have repeatedly shown aggression along this area, the ITBP has effectively driven out and checked this move by the Chinese efficiently proving their effectiveness and operational status.






          Diplomatic solutions to this problem have been sought for long and this has failed repeatedly, when the Chinese had tented inside Indian Territory the moves to check this by the army had failed and the army failed to receive any reinforcements in time hence escalating the situation. The Chinese on the other hand, received reinforcements and supplies within a few hours after the Indian army staged an offensive on the Chinese.

             India is now slowly planning to construct boost the infrastructure and build numerous roads and bridges along the ALG's. The government has gone ahead and has decided to establish makeshift helipads which can be used to provide resupplies within a moment’s notice. India is now building a Mountain strike corps which enables it to mount offensive in a moment’s notice. India has now planned to Air superiority and Close Air support fighters close to the borders to enable rapid movement of the forces.

 In another assertive step towards a routinely transgressing China on the border, the government has decided to double the number of troops guarding the Sino-Indian border in Arunachal Pradesh. In two more years, the strength of Indo-Tibetan Border Police (ITBP) on Sino-Indian border in Arunachal Pradesh will be increased by close to 10,000 troops.

     Home ministry is likely to sanction one more frontier (comprising of eight battalions with around 10,000 personnel) of ITBP to guard the border in Arunachal against transgressions by Chinese troops. At present there is only one frontier guarding the border in the state.

     In addition to this, the home ministry has also agreed in principle to sanction 10,000  more troops to the force to allow them rest and recuperation, effectively increasing the strength of the force by around 20,000. This decision has been taken as ITBP is a 100% deployment force with no soft postings. It has led to higher stress levels among jawans and eventual attrition.

     Home ministry sources said last week ITBP DG Krishna Chaudhary had met Home Minister Rajnath Singh to push for the twin sanctions. "The home minister was very receptive to the demands of the force and said he was expediting the sanction for 10,000 more personnel to guard Arunachal border. The sanction will be granted soon. On the issue of 10,000 more troops for rest and recuperation, the home minister has agreed in principle, but it may take some time," said an official privy to the discussions.

     The eight new battalions sanctioned for Arunachal Pradesh will guard 54 new border outposts to be constructed on the border, said sources. "It will take two years to raise and train the eight battalions. Meanwhile, the force will begin putting up the infrastructure to sustain them," said the official.

        At present, there are about 40 BoPs on the 1,126 km Arunachal border making patrolling and surveillance in the region extremely difficult. While on Indo-Pak border, there are BoPs every three-four km, on the Arunachal border the distance can stretch up to 50-100 km between two BoPs in certain sectors.

     The force, meanwhile, is happy that Singh has shown willingness for 10,000 troops for rest and recuperation. "We already work in inhospitable condition at heights of over 15,000 feet. Battalions earlier kept for rest and recuperation have now been deployed in Naxal areas. This leads to an ITBP jawan never having a soft posting," said an ITBP officer.

Three Rajput Regiment Jawans killed in Arunachal ambush

    Three jawans of the  Rajput Regiment were killed on the spot and four other seriously injured when suspected NSCN militants ambushed their vehicle in Tirap district of eastern Arunachal Pradesh early on Thursday morning, official sources said. Khonsa is about 530 kms east of Itanagar, the state capital.

The jawans were killed when a group of heavily armed militants ambushed them near Old Tupi village on the Khonsa-Longding road. The security personnel were proceeding in a convoy of four vehicles from Khonsa to Longding when the ambush took place. Old Tupi village is about 20 kms away from Khonsa, the district headquarters. 

The incident occurred at about 8:30 AM on Thursday.

Tirap deputy commissioner Kamlesh Joshi said the Rajput Regiment personnel who had left Lekhapani in Assam for Longding on Wednesday, stayed overnight at Khonsa and had moved out only at about 8 AM on Thursday when they were ambushed. “The militants specifically targeted the last of the four vehicles, and all the casualties occurred in the fourth vehicle as the other three vehicles had already crossed the spot,” Joshi said over the telephone.

Though the authorities have suspected it to be the handiwork of one of the two factions of the NSCN, the identity of the group however was yet to be ascertained. “Since both factions of the NSCN are active in the region, hence it will take some to time to ascertain the identity of the culprits,” Joshi said.

    Prime Minister Mr. Narendra Modi recently visited to Arunachal Pradesh India's State in the North eastern border with China. PM was there to inaugurate the opening of a train line and power station. Since this is the First visit of Modi since he become the PM of each and every Indian. 

        But China protests the visit of Modi and Said that it's a disputed territory and also said Modi's visit was "not conducive to the overall development of bilateral relations". saying that Modi trying to sabotage the relation with China. while China disputes the entire territory of Arunachal Pradesh, calling it south Tibet. Its historic town Tawang, a key site for Tibetan Buddhism, was briefly occupied by Chinese forces during a 1962 war. The Foreign Ministry's website also Quoted that The Chinese government has never recognized the so-called 'Arunachal Pradesh'. Meaning China still want to escalate the Arunachal Problem.

        During the Visit He did not mention anything about China  but pledged billions of dollars of investment to develop infrastructure in the region. Modi also said "I assure you that you will witness more development in the state in the next five years than it has seen in the last 28 years". Faster transport links and exploitation of Arunachal Pradesh's hydro-electric potential are the keys to fighting poverty and bringing about rapid development in the frontier state' also added.

     China always try to keep the Indian Minsters and Officials to stay off from the Arunachal by protesting visits, and similar border disputes, camping inside Indian Territory and more. 

        They also Protested the Japanese Premier Mr. Shinzo Abe, who said we peoples of China recognize Arunachal is the property of India. we never have any doubts about it.

   But PM also said infront of the Huge crowd we are Indians and I will come soon again to meet my Peoples.
