President Awards Standard to 119 HU and colours to 28 Equipment Depot


The Honourable President of India and the Supreme Commander of Indian Armed Forces, Shri Pranab Mukherjee awarded the prestigious Presidential Colours to 28 Equipment Depot and Presidential Standard to 119 Helicopter Unit at a ceremonial parade, held at Air Force Station Jamnagar on 04 March 16. 

The Air Officer Commanding of 28 Equipment Depot, Air Commodore NR Chitnis and Commanding Officer of 119 Helicopter Unit, Wing Commander Suseem Siwach received the President Colours and Standard respectively.

Indian Air Force's operational squadrons become eligible for award of Presidential Standard after completion of 18 years of service to the Nation. The selection is based on the unit's performance and achievements during peace as well as hostilities. The honour is an acknowledgement of the meritorious service rendered by the units.

A ceremonial parade was held to mark the occasion, which was commanded by Group Captain S Chauhan, Chief Operations officer, Air Force Station Jamnagar. The President also released First Day covers of 28 Equipment Depot and 119 Helicopter Unit at the function. 

There was a spectacular display of precision and dare devilry by the Air Warrior Drill Team and fly-past consisting of Jaguar, Mi-17 V5 and Surya Kiran Aerobatics Team which mesmerised the audience. 

The breathtaking fly-past was synchronized with significant events of the parade. The centre of attraction for the entire ceremony was an impressive display of the ALH Sarang display team in their attractive colours which enthralled the gathering.

Speaking on the occasion, Shri Pranab Mukherjee expressed confidence that our armed forces would rise to the occasion whenever called upon and always keep the country's flag flying high. He also said that the professional excellence, grit and determination exhibited by both the units over the years is highly commendable. He complimented all the personnel and families of 28 Equipment Depot and 119 Helicopter Unit and wished them continued success in their future endeavours.

Interacting with media after the function, Air Chief Marshal Arup Raha, Chief of the Air Staff said that Indian Air Force is on a trajectory of modernization and is transforming into a strategic aerospace power with full spectrum capability. 

Accretion through new acquisitions, replacement of obsolete equipment with state-of-the art inductors and up gradation of vintage weapon platforms would definitely go a long way in enhancing IAF capabilities. Induction and speedy operationalisation of IAF's new assets and aircraft have afforded unprecedented response capabilities.

 He also emphasized that the long term planning of the IAF would ensure that the men and women in blue continue to achieve greater level of professional skills and capabilities. He stated that the challenge for IAF is to manage the fast-paced changes effectively, without compromising on the high operational Standards.

The Governor of Gujarat, Raksha Mantri, Raksha Rajya Mantri, and Defence Secretary, Senior Govt Officials from Gujarat administration along with other senior Defence and Civilian dignitaries were present on the occasion. From the IAF, in addition to Air Chief Marshal Arup Raha, Air Marshal RK Dhir. AOC-in-C, SWAC, AOC-in-C Maintenance Command, Commodore Commandant of the 119 HU, AF, Air Cmde Mohan Gupta also attended the function.

      The CRPF's elite commando Cobra engaged in a severe fire fight against maoists, the fight started in Sukma early morning yesterday, There were serious injuries to the CRPF soldier's as one of the Cobra SI takes a bullet in a chest, who immediately need medical assistant, The IAF Mi 17 called in for the medical evacuation support.

The Mi 17 didn't comes to close to the battle zone, where CRPF men fighting against maoists in dense forests, The helicopter waited in a helipad 15km off from the zone, due to the heavy gunfire IAF won't risk to lose the helicopter in dense forests. The wounded CRPF SI being evacuated by men on foot to the helipad.

Earlier, last year ministry of home affairs agreed to use the guns fitted in the helicopters, even they can be used if the maoists fired on the helicopter, The Mi 17 guns are heavy normally it carry's 12.7mm cannon's, which can fire multiple rounds over the threat, a good assist from the air which helps the ground forces a lot.

Hours later, the situation becomes worse, four more CRPF jawan's critically wounded and there is no possible evacuation by foots, The IAF Mi 17 tried to land close to the battle zone, Due to the heavy gun fire IAF aborted the landing and flew to nearby helipad.

This shows, the Air force didn't allowed to use it guns and rocket pods even for self defense. The promise earlier made also a paper promise only. The Mi 17 can carry two 12.7 mm heavy machine gun pod's and two rocket pods. without proper orders IAF won't use them.





Possibly one fully armed Mi 17 is enough to assist the forces who fighting on the grounds, 2000 rounds of 12.7 mm and  50 rockets enough to slash off any militia forces like Maoists and Naxal's. However IAF didn't allowed to do so.

Earlier night reports circulated that, two CRPF jawans martyred, and fourteen others heavily injured during the fire fight against Maoists, and the fight still going on.

If the government didn't want to use the air power against the internal threats, then they can buy a squadron of CSAR ( Combat Search and Rescue ) helicopters to assist them in medical evacuation only. Sadly IAF don't have any CSAR helicopters, except some Mi 35 helicopters, which can also used as combat rescue missions,

    Home ministry approved the proposal of building more border outposts along the Indo China border to keep an eye on the border. Earlier this year Home ministry agreed to construct new border outposts along the border even with despite Chinese pressure. More than fourteen outposts already constructed along the Indo China border as per earlier cleared proposal. During the UPA Regime the government keeps those plans under tables due to the Chinese pressure on constructing new fortification along border. However new government won't listens Chinese doldrums and keep constructing more border outposts.

    ITBP not only building more constructions along the border, they deploying more personals and  equipment's to keep the Soldiers perfectly equipped to confront against Chinese interventions. The Ministry also told, that ITBP receiving more night vision devices and winter suits, Home Ministry also approved the ITBP proposal of adding eight new battalions under the ITBP Command, five of the new battalions will be deployed along the border, while rest of them will be deployed in Naxal and Maoists affected northern states.

    The ITBP's prime goal is to be stop Chinese soldiers illegal border crossing, Early 2013 the Forces failed to stop the Chinese incursion, they entered inside Indian Lands and erected Tents. After despite movements from the Indian government they vacated form Indian lands. Meantime during the new government's period PLA did tried to infiltrate many times, However the Army and ITBP managed to stop them before crossing the borders.





   Last month, PLA Troops managed to infiltrate and constructed a small watch tower. Indian Army and ITBP gets orders from the government to destroy the illegal construction inside Indian territory, Later reports suggest that Indian Army deployed their special forces close to Daulat Beg Oldie to carry out combat operation if the Border action team engaged by the PLA soldiers. This shows Government always tries to take aggressive moves.

    So far this year ITBP constructed six new border posts in Arunachal and Himachal Borders, and eight posts in Uthrakhand. ITBP didn't reveal the exact destination of the newly proposed border posts. However it's believed more will be established in Arunachal and Himachal area's. where most of the incidents happens in earlier. Also the ITBP officials declined to comment about the number of attempts made by the Chinese to infiltrate Indian borders. Earlier reports revealed 300 such attempts made by the Chinese.


    The ITBP has a long time proposal of dedicated transport helicopters for resupply. The Ministry allowed funds to hire helicopters privately. However the funds remains unused because of, the lack of such medium transport planes in private companies. The ITBP keep pushing the ministry to provide dedicated  transport fleet based on Mi 17. which can meet ITBP requirement.

IAF plans to use armed Mi 17 against Maoists

    The Indian air force gets an official order from the home ministry and defense ministry to use helicopter gun ships for self defense when fighting against Maoist insurgents. So far the Mi 17 used for dropping commando's in dense battle field, carryout reconnaissance missions and medical evacuation. However they never allowed to use the guns or rocket pods fitted in the Mi 17 to provide close air support to the friendly forces. From now after heavy pressure from the state police and CRPF, the government agreed the proposal of using helicopter gun fire support for self defense.

     The Indian government deployed more than one lakh para military soldiers from CRPF, BSF, and ITBP along with additional of some 2,00,000 state police in Maoist prone states like Chattisgarh, Jharkhand, Bihar, Maharashtra and Odisha. with air support from IAF helicopter Mi 17 and small UAV's. The CRPF special forces like COBRA and some other state police special forces also deployed for special operations.

    Maoist is an extreme insurgent group who ask separate nation for their own peoples with the support from Chinese and other communist movements. They were armed with small fire arms and .50 caliber guns and RPG's along with the usage of high powerful IED's and bombs whicn even take out armored personnel carriers . That makes the Maoists one of the heavily equipped terrorists forces in India. They yet to get MANPAD's however they soon get such sophisticated missile system from Chinese supply line.

    Earlier in January 2013, The Maoists forces gunned down a low flying Mi 17 Helicopter. The Helicopter bound to evacuate a wounded para military personnel inside the hot zone. The Mi 17 successfully performed the mission and about to take off. The Maoists saw the Helicopter and fired on the helicopter. Bullets hits the Helicopters tail and windshield. Which makes the Helicopter forced to land for precautions. The IAF pilot decided to land the helicopter in a safe zone and tries to escape, and he did it.





     The IAF pilots informed about the helicopter's emergency landing to the nearby army outpost. The command sends Soldiers and special forces to rescue the Pilots and other soldiers and safe guard the helicopter. The troops successfully moved out the Helicopter from the hot zone. after maintenance the same helicopter returned to duties within months.

    Meantime the home ministry issues strict order to do not use the helicopter's guns and Rockets. The Maoists attacks the low flying helicopters many times. However they never gunned down. Due to this orders It's hard to perform counter insurgency missions deep inside the Maoists red zone like Odisha and Chattisgarh. Earlier Mi 17 versions don't have the gun pod and rocket pods. however the newly deployed Mi 17 do have arms can be retrofitted.

    The Mi 17 can be configured with rockets pods and 12.7mm and 7.62 mm Heavy machine gun pods each with thousand rounds in the wings. The Mi 17 v5 had six hard points three in each side. Usually the IAF Mi 17 v 5 carry's rocket pods to destroy fortified targets and light armor vehicles. However the Maoists don't have such fortified or armored systems. So using the machine guns are way too effectively against the Maoist. Adding two 12.7mm two 7.62 mm along with two Rocket pods is the best suitable fire power against the Maoist. The Mi 17 can be configured with door mounted machine guns too.

    During in a interview Additional DG (anti-Naxal operations) R K Vij told that "Maoists have often fired at Mi-17s (helicopters). We have lost personnel and people, but we have never retaliated. The law has never stopped us from retaliation. We have conducted exercises. Garud commandos of the Indian Air Force practised firing from Mi-17. We are not sitting ducks, we can also attack them. It will help us handle the situation better."

  “On October 13, three IAF helicopters flew over a specified area of Bijapur and practised strafing. Senior officers of the IAF and anti-Naxal operations of the state police participated in the exercise,” Vij said. So from now IAF would carry out air raids if Maiots try to harm any aerial activities conducted by the armed forces.

   Working towards its promised modernized military, the man in command RM Manohar Parrikar chaired the all crucial Defense Acquit ion Council (DAC) meeting yesterday. The RM assisted by the defense secretary and the three chief of staff met in South Block, New Delhi to discuss the future course and held discussions regarding the future acquisition for the strengthening of the forces.  DAC has cleared several important acquisitions which promise to keep the nation ready to face any atrocities it may face from its unstable and unreliable neighbours. Even though the DAC meet was conveyed on Friday, it remained inconclusive on several issues and had to be cut short owing to the unplanned departure of RM Parrikar to Goa on a undisclosed emergency.

    The highlight of the DAC is undoubtedly the clearance for the acquisition of nearly 48 Mi-17V-5 medium lift helicopters for the IAF. These Mi 17V-5s are slated to replace the aging Mi-8 helicopter fleet, which is currently the air force mainstay lift copter force. IAF currently operates nearly 150 Mi-8 copters and relies on its lift capabilities for all operations across the nation. The Mil Mi-8 copters were acquired from the Russians to mainly supplement the forward operating forces. With these airframes aging and unable to serve at higher altitudes the IAF acquired the latest Mi-17V-5 medium lift copters from Russia in 2008 under a speculated US $ 1.4 billion deal.

   The air force currently operates a 70-strong Mi-17V-5 fleet and has placed an order for nearly 199 copters which were placed in 80+71+48 phased manner. DAC has now cleared another 48 Mi-17V-5 copters to be acquired from the Russian firm. In support to NDA’s ambitious, Make in India campaign the deal will mandate the Russian firm to team up with an Indian private aerospace partner to manufacture the copters indigenously in India.

   DAC has also addressed the needs for Air Traffic Control (ATC) radars raised by the Air Force. IAF will now get the ‘ATCR-33S SRE’, all weather ATC radar manufactured by BEL. The ‘ATCR-33S SRE’ is an S band Air Traffic Control. Radar which is suitable for Terminal Control Applications (TCA). The radar is extremely accurate and versatile thus guaranteeing hinder free operations across IAF bases. The radar works has two beam riders, with the S Band beam rider acting as the primary rider and the L Band beam rider acting as the auxiliary beam rider. The radar enjoys an operational range of 130 kilometres.





   The Air defense squadrons of the IAF have received a shot in the arm with the DAC clearing the induction of 7 additional Akash SAM batteries under a US $700 million   deal. IAF is currently operating 8 squadrons of Akash missiles, with each squadron comprising of 8 Akash missile launchers plus the support systems consisting the radar ground control and resupply wagon. The L&T facility in Coimbatore is currently capable of manufacturing nearly 360 missiles per year. The government is also considering of ramping up the production with more than 3000 missiles under order and with the product lining for export to other friendly nations the production sure needs a boost.   

  The Navy has received a lesser share of the pie as against the trend this time around. DAC has approved navy’s plan for operating harbour tugs in an estimated 300 crore deal. DAC has cleared the path for acquiring 8 Chetak helicopters for the navy. Even though these platforms were introduced in the late 60’s, these are still in at the HAL line for the armed forces. The plans to acquire the multi-role helicopters have been stalled after scam charges were made against the bidders.

   With the P 75 project nearing completion the government is venturing all options to open up the bids for the P 75I tender at the earliest. DAC has in principle accepted to speed up the process and has demanded to be briefed in the following meetings.

   DAC has also cleared Army’s proposal for the construction of multiple short span reinforced steel bridges in collaboration with L&T across Kashmir. These bridges once completed will guarantee faster movement of the forces, hence enhancing the response time. The proposal for acquiring UAV raised by the Army has been left untouched and is to be addressed in the coming meetings.

 Operation Maitri – Rebuilding Nepal




   At around 12’0 on 25th the April, the earth shook in Nepal and across northern and eastern India. Nepal was struck by a 7.8 magnitude earth quake which reduced the nation to rubble's, Eastern India bear the brunt with the several buildings across Uttar Pradesh, Bihar and West Bengal. The earth quake triggered avalanches across the Himalayan range. Landslides were witnesses and major roads were taken out.

       Aftershocks continued for several days, the highest measuring almost up to 7.1 on the Richter scale. The earth quake had left a trail of destruction and several villages across Nepal were left inaccessible. Going by the magnitude of the earthquake it was sure that the casualties suffered in the calamity was very high and the rescue missions were the need of the hour.

      Nepal was overwhelmed by the scale of destruction and with a limited military and para-military force was forced to look out for a multi-nation rescue operation. Being Nepal’s immediate neighbor India responded with in minutes to the request. PM Modi promised a full scale rescue mission would be mounted within the shortest possible span.

        It was decided that the immediate response team would consist of rescue and medical teams which were formed by the NDRF and Ghurkha regiment officers. The first C-130J carrying NDRF officials and 3 tonnes of medical and emergency supplies took off by 4:00 PM. Air force, Army and NDRF assets were immediately put on standby for any eventuality. GOI planned further missions once the airport in Nepal was declared safe for operations.

      The NDRF was charged with carrying out the rescue and relief mission and the army was charged with setting up facilities for relief operations. By the evening ten teams from the NDRF consisting of almost 500 personnel and sniffer dogs were ordered to be flown to Nepal with the assistance of IAF. With the KTM airport being declared safe for operations, IAF rolled out the gigantic C-17 Globe master III.

     The C-17 on the first day was dispatched to KTM with NDRF teams, Rapid Action Medical Teams (RAMT) and Medical teams. The aircraft also carried essential supplies which consisted of blankets, food packets, water, medical supplies, tents and transportable operation theaters for the RAMT. The IL-76 heavy lifters were also pressed into action. By the first day Indian Air Force had carried out more than 20 sorties and had evacuated thousands of survivors which included citizens from US, UK and many other nations.

      IAF had operated sorties throughout the night flying to and fro from KTM. By the second day the operation was officially code named “Operation Maitri “, IAF by then had pressed more than 10 aircraft into action which included the C-17 Globemaster III, IL-76, C-130J and An-32’s. Sunday morning flights were dedicated to transporting urgent medical supplies and medical teams. Engineering teams were also dispatched which were instrumental in setting up forward field hospitals and tents to accommodate the survivors.

           The second half of the day saw IAF making sorties with additional NDRF teams and engineering teams. Almost 50 tons of water and 22 tons of food supplies were stacked up in KTM airport. India also started mounting a huge scale evacuation operation and operated 35 buses from Nepal. Bad weather and repeated aftershocks forced IAF to hold back pressing the helicopters into service.




          On the ground the NDRF and the Army jawans had started searching for survivors. NDRF teams were pulling out survivors from debris. The injured were being treated in first aid centers setup across the nation. To treat the critically wounded were being taken care of in forward field hospitals which included OT’s and ICU’s.


         The engineering teams primarily started constructing as many field hospitals possible and then concentrated on pitching up tents for the survivors. The engineering team was also put in charge of clearing debris and clearing roads, which could then help gain access to remote villages. With the tents setup the army started with the process of distributing food and water to the affected and the process of rehabilitation to the centers started.

         With roads being rendered inactive many villages remained inaccessible, to access these villages IAF pitched in their helicopters. IAF initially deployed 8 Mi-17 and 2 Dhruv’s to assist in the operations. The Mi-17 and Dhruv dropped relief supplies to the worst affected valleys where landing was not possible. Several wounded and stranded people were evacuated in the helicopters from the remotest areas. Dhruv under the Army Aviation corps was also pitched into service.

      The rotary crafts served the remotest areas of Nepal and helped save thousands of injured and survivors. The Mi-17 were based at Pokhara and Kathmandu. These Mi-17’s were part of the large scale relief and rescue operations in inaccessible areas like Barpak, Gorkha, Aroghat and Lukla.

       The combined Indian forces worked in Nepal for well over 40 days. The Air force and army together flew more than 2223 sorties in a span of just 38 days. About 11200 people were transported to safer places and about 1700 tonne of relief material was dropped for people in distress. The Rapid Action Medical Teams (RAMT) cared for almost 4762 injured people and conducted more than 300 successful operations.

  
  The NDRF worked tirelessly to restore human life in Kathmandu. NDRF saved thousands of life’s even as the earth shook when they deep inside buildings. The Engineering Task Force (ETF) cleared many routes which were rendered inactive because of the quake and landslides. The ETF were instrumental in help re-connect villages which helped in relief operations. The ETF also restored several hundred buildings and bridges across the nation.

      The earth quake was the worst calamity to have struck Nepal after the 1934 earth quake. More than 9000 people lost their life and the quake left 22000 people injured. The earth quake left a trail of destruction rendering thousands of Nepali’s homeless, homes and buildings were razed to the ground. After shocks has continued to rock Nepal keeping its people in constant fear. More than 450000 people have been displaced and have lost their livelihood.

        Widespread avalanches and landslides were reported across the nation further endangering human life. The economic loss Nepal has suffered cannot be calculated at the movement but with its limited resources it is extremely hard for Nepal alone to fund reconstruction programs. US, India and the World Bank have stepped forward to assist Nepal with the rehabilitation programs. With the help of India and the world fraternity, Nepal has promised to be back on its feet. I sincerely wish Nepal regains its status and thrives as India’s most reliable neighbor.
