Pakistan repeatedly attacking India, since the ceasefire agreement from 1999. Even last few years the attacks went more lethal. However it's a surprise how Pakistan keeps its stage strong in United Nations.Pakistan had a good company in the UN who's name is PRC. China is the only nation who repeatedly uses VETO to save Pakistan's face from International sanctions.

26/11 is the worst terrorist attack in Indian soil, who killed 166 peoples which include many foreigners. This one was executed by Pakistani intelligence wing and ISI trained terrorists. India investigated this attack with some foreign support and clearly collected good enough evidences connecting Pakistan governments involvement in this attack.

It's a surprise that there is no bill passed against Pakistan in UN. However due to the pressure from US. Pakistan arrests few suspects that India pointed. Few years after they were released. saying the Pakistani court there is no enough evidence to accuse them. He is now freely roaming in the Pakistani streets.

India bring this issue into UN, majority of nations supported the move, and stand with the Indian resolution. China is the only one who veto-ed the resolution and gives a cover to those LeT terrorists. Lakhvi is the master mind behind the 26/11 and he is a close aide to Hafeez Saeed the terrorist who founded many terrorist organization which include LeT.

With the pressure from US and other European nations, UN announced Hafeez saeed as a most wanted terrorist. US also announced $10 million ransom on Hafeez head. However he will be free in Pakistan with China's support who keeps the Pakistan away from sanctions.

In the recent days, India also brought up the Pathonkot attack into UN, and asks for a international investigation on this. Again China intervened the resolution and used the VETO. here Pakistan's face once again saved by China.

ADB is known as Asian development bank, who gives loan to Asian countries to develop their states. US, EU and many Asian nations among the members of ADB. India requested few hundred millions from ADB to develop India's north east regions like Arunachal and Sikkim. China is also a key member in the ADB who blocked the Indian request. However Japan comes into the game and provide finance assistance to develop Arunachal and Sikkim.

The recent news is about Masood Azhar, who is also a key terrorist who founded the terrorist organization like Jaish e Muhammad. Who also played key role in the 26/11 attacks. Due to International pressure Pakistan performed a house arrest on him, while he roaming in the Pakistani streets without any issues. India brings this matter into UN and asks for International ban on his terrorists organization.

China comes in the UN security council and veto-ed the Indian resolution. , India has slammed the use of "hidden veto" and demanded accountability, saying the world body's general members are never informed of the reason for not acceding to requests for sanctioning terrorists.

"The procedures of unanimity and anonymity of the Al Qaeda, Taliban and ISIS Sanctions Committees need to be revisited. The procedures of unanimity and anonymity result in a lack of accountability," India's Permanent Representative to the UN Ambassador Syed Akbaruddin told the UN Security Council in an open debate on 'Threats to International Peace and Security Caused by Terrorist Acts' on Thursday.

US is the only country who sanctioned Masood Azhar and his organization. US treasury is prohibiting Americans from "engaging in any transactions" with the Pakistan-based militant and JeM.

It's the China who keeping the Pakistan's face in UN otherwise most of the terrorist organization in Pakistan has been banned by UNSC. the sanctions absolutely cripples the organizations wealth and thinking twice before attacking India.

U.S. Secretary of Defense Dr. Ashton Carter is on an official visit to India at the invitation of Raksha Mantri Shri Manohar Parrikar from April 10-13, 2016. Raksha Mantri hosted Secretary Carter in Goa. They visited the Indian Naval Base in Karwar and the INS Vikramaditya aircraft carrier. They also visited the USS Blue Ridge which was conducting a port call in Goa during the Secretary’s visit. 

Secretary Carter then traveled to New Delhi for official talks with Raksha Mantri. He will also meet the National Security Advisor and the Prime Minister. The United States and India share a deep and abiding interest in global peace, prosperity, and stability. 

Bilateral Defence cooperation is a key component of the strategic partnership between India and the United States.Secretary Carter’s visit marked the fourth meeting between him and Raksha Mantri Parrikar within a year, demonstrating the regular Ministerial-level oversight of the robust and deepening bilateral Defence relationship.

During their meeting, Raksha Mantri Parrikar and Secretary Carter reviewed the important steps taken since the signing of the new Framework for the U.S.-India Defense Relationship last June to deepen bilateral defence ties. They discussed the priorities for the coming year in defence ties, as well as specific steps both sides will take to pursue those priorities. 

These included expanding collaboration under the Defence Technology and Trade Initiative (DTTI); Make in India efforts of Government of India; new opportunities to deepen cooperation in maritime security and Maritime Domain Awareness; military-to-military relations; the knowledge partnership in the field of defence; and regional and international security matters of mutual interest.

Raksha Mantri Parrikar and Secretary Carter welcomed the efforts by the Indian and U.S. Armed Forces to further expand collaboration in the years to come. They welcomed plans across our Services for greater complexity in their military engagements and exercises, including developing plans for more advanced maritime exercises. 

Both sides acknowledged India's participation in the Rim-of-the-Pacific (RIMPAC) multilateral naval exercise in 2016 as well as participation by the Indian Air Force in the multilateral Red Flag exercise in April-May 2016 in Alaska and U.S. participation in the International Fleet Review of the Indian Navy at Visakhapatnam in February 2016.

They expressed their desire to explore agreements which would facilitate further expansion of bilateral defence cooperation in practical ways. In this regard, they announced their in principle agreement to conclude a Logistics Exchange Memorandum of Agreement, and to continue working toward other facilitating agreements to enhance military cooperation and technology transfer.

In support of the India-U.S. Joint Strategic Vision for the Asia-Pacific and Indian Ocean Region and the maritime security objectives therein, both sides agreed to strengthen cooperation in the area of maritime security. In this context, they reaffirmed their desire to expeditiously conclude a “white shipping” technical arrangement to improve data sharing on commercial shipping traffic.

 They agreed to commence Navy-to-Navy discussions on submarine safety and anti-submarine warfare. They also agreed to launch a bilateral Maritime Security Dialogue, co-chaired by officials at the Joint Secretary/Assistant Secretary-level of the Indian Ministries of Defence and External Affairs and the U.S. Departments of Defense and State.

Secretary Carter and Raksha Mantri Parrikar reaffirmed the importance of safeguarding maritime security and ensuring freedom of navigation and over flight throughout the region, including in the South China Sea. They vowed their support for a rules-based order and regional security architecture conducive to peace and prosperity in the Asia-Pacific and Indian Ocean, and emphasized their commitment to working together and with other nations to ensure the security and stability that have been beneficial to the Asia-Pacific for decades.

Raksha Mantri Parrikar and Secretary Carter reviewed the progress and reiterated their commitment to pursue co-development and co-production of advanced defence articles under the DTTI. In this context, they agreed to initiate two new DTTI pathfinder projects on Digital Helmet Mounted Displays and the Joint Biological Tactical Detection System. 

They commended the on-going discussions at the Jet Engine Technology Joint Working Group (JETJWG)and the Joint Working Group on Aircraft Carrier Technology Cooperation (JWGACTC). They agreed to work towards greater cooperation in the field of cutting-edge defence technologies, including deepening consultations on aircraft carrier design and operations, and jet engine technology. They noted the understanding reached to conclude an information exchange annex (IEA) to enhance data and information sharing specific to aircraft carriers.

With the aim of encouraging greater participation of U.S. Defence Industries in the Make In India program of the Government of India, Raksha Mantri Parrikar informed Secretary Carter about the recently announced Defence Procurement Policy and other reforms in the Indian defence sector. 

Both sides agreed to encourage their respective defence industries to develop new partnerships in the pursuit of a range of cutting-edge projects. In support of Make in India, the United States shared two proposals to bolster India's suite of fighter aircraft for consideration of the Government of India.

Secretary Carter and Raksha Mantri Parrikar welcomed the finalization of four government-to-government project agreements in the area of science and technology cooperation: Atmospheric Sciences for High Energy Lasers, Cognitive Tools for Target Detection, Small Intelligent Unmanned Aerial Systems, and Blast and Blunt Traumatic Brain Injury.

Before departing India, Secretary Carter will oversee a repatriation ceremony of U.S. World War II remains from India to the United States. Secretary Carter expressed his gratitude to Raksha Mantri Parrikar and the Government of India for their support in facilitating the recovery effort.

The Indian Government agreed to support America’s commitment to bringing its fallen personnel home and providing their families the fullest possible accounting, and looks forward to further humanitarian missions of this kind over the next few years to return the remains of these U.S. heroes to their families.

Resolution introduced in US to bring India on par with NATO allies



US Republican George Holding introduced a bill in the US congress, which can bring India on par with NATO allies in terms of trade and technology transfer besides elevating its "status" in the export of defense articles from the US. The bill named US-India defense technology and partnership act, which is cleared by the US congress members with a majority of votes.

This new resolution brings close the Indians and the US together when comes into military level relationships. where both nations almost clear to sign the much-needed CISMOA, LSA, and BECA agreements.

The bill indicates, US will not impose any sanctions against India, and allows to supply munitions and much-needed technologies, which means India will be treated same like other NATO members. The treaty also allows US to transfer higher technologies without the notification in Congress, Earlier defense exports and technological sharing with India must need US Congress approval.

The treaty also allows US to assist in military operations which are spearheaded by India, Which include supports from the US military. A step to counter Chinese aggressive movements in Indian sub-continent.

US has such treaties with South Korea, Japan, and some NATO countries, who deployed its fighter jets and missile defense systems to safeguard his allies air space. The US also in talks with South Korea to deploy THAAD missile defense system after the Ballistic missile threat posed by the North Koreans.

This bill also indicates, both the US and India way closer in Military relationship. India never made such defense cooperation with any other countries, which include Soviet and Russia, who is the top weapon supplier to India and it's rival China.




The Republican senator also expressed his concern of US government's sale of F 16 fighter jet to Pakistan, "What, I ask, is the benefit of the sale to our national security and the security of the region and our partners? This is one question, but the request to use taxpayer dollars to finance the sale of these F-16s to Pakistan is entirely another question," he asked.

"What has Pakistan actually done to deserve these fighter jets let alone financing from the United States taxpayers? Certainly not enough, in my view, as I firmly oppose the sale from start to finish,"

For the US, it encourages the government to designate an official to focus on US-India defense cooperation, facilitate the transfer of defense technology, maintain a special office in the Pentagon dedicated exclusively to the US-India Defense Technology and Trade Initiative (DTTI).

For India, it encourages the government to authorise combined military planning with the US for missions of mutual interest such as humanitarian assistance and disaster relief, counter piracy and maritime domain awareness.

In a move to bolster the regional security, Philippines gives up five major airbases adjacent to China to the American's to counter the Chinese provocation in South China sea and nearby atolls Islands. On the other side Japan also close to commission it's forward outpost and surveillance radar site in the Snake Island.

Once the American troops withdrew from the Philippines in early 1992, China starts acting as a regional superpower by claiming foreign Islands and Atolls. The Chinese invaded the Philippines island in the south china sea in 1994 and captured the Mischief Islands from the Philippines.

Earlier many times severe clashes broke out between Philippines and Vietnam Navy's against Chinese naval ships, who illegally prowling their waters and attacking their fisherman illegally.

The Philippines is very less equipped military in the south Asian region. Due to their economics and the Chinese pressure to arms export nations. This resulted from Philippines huge losses in its territory. especially the loss of mischief island to the Chinese.

Under the new defense cooperation between Philippines and USA, The US can use five air bases in the Philippines, which include Antonio Bautista Air Base; Basa Air Base, Fort Magsaysay; Lumbia Air Base; and Mactan-Benito Ebuen Air Base. Those bases located close to South China sea, and within the range of Fighter jets attacking zone.

The US soon to deploy fighter jets, Bombers and maritime patrol aircraft's along with missile defense systems like THAAD and PAC 3. and also plans to deploy few combat units in those airbases. These bases can be used against China only, Earlier US flew bombers and ASW aircraft's from Anderson Military base Guam. 

This makes the Chinese almost cornered by nations like South Korea, Japan, Philippines, Taiwan, Vietnam, and India. Vietnam is the only nation on the list who importing arms from Russia, Major weapon systems like Kilo class submarines, Bastion coastal missile defense systems are already operational which was supplied by Russia.

India also beefing up its fortifications close to the Chinese border. Those NATO standard landing strips can support NATO planes like C 130 J and C 295. India also close to ink CISMOA, LSA, and BECA with the US, which allows the US to use Indian bases in case of emergency and during in warfare's.





The US already signed similar agreements with South Korea and Japan to enhance the military stability in the South Asian theater to counter the Chinese over power in the Asian region. Taiwan is the most threat prone nation in the region. who are just a few miles away from the Chinese mainland.

China always maintains harsh relationship to his neighbor nations.the nation who illegally captured Hong Kong and Tibet, who also claims Atolls and Islands in the south China sea. on the other side, China troubles the Indian borders in Arunachal and Kashmir. This resulted almost all anti-Chinese nations joined together to fight against the Chinese aggression.

It's almost clear that earlier China showed himself as a super power and it can't beat anyone. However now the time Changes, A coordinated strikes with the USA can send China back to stone age.

The defense minister said in parliament that indigenous component in the home made projects like Tejas, Arjun and Brahmos has many foreign components, which make India once again to be top on the arms importer. Under new defense procurement policy, India tries to slower down the imports and wants to self-reliant on most aspects, However due to lack of technology India remains to import major weapons from Foreign.

Brahmos is the known reliable system, which was a 50-50 joint project of India and Russia, even so India holds 51% of the stakes in Brahmos. Still India can't indigenous the Brahmos missile. Ministry said 65% of the missile components are outsourced, It's an easy guessing game that why the procurement cost of Brahmos remains high.

Arjun is also developed in mind to boost the Indian Army's firepower also it was developed to replace the older T 72 tanks in Indian Army, which was bought from Soviet and assembled in India. Ministry reported in Parliament that more than 55% of Arjun's components are outsourced.

Mainly the engines, missile firing unit's and the tank's fire control system, actually those systems are made in India, the components are the one which could be bought from outside. As an example Fire control system of Arjun was developed with the Support of Israeli's. they still buying those sub-components  where DRDO just assembling them in India.

Tejas is the known project which is slated to replace the Soviet origin MiG 21 from Indian fleet, India plans to make each and every component of the fighter jet in India, Due to lack of technological aspects, India couldn't achieve major breakthrough's in aviation technology. The airframe of the Tejas developed with support from French and German experts, and it's developed besides on the Mirage 2000 Airframe.

ADA plans to power the Tejas with home made engines, They given the project to the another state-run company named GTRE. GTRE initiated a project under the code name of Kaveri to develop a 90kN engine for Tejas. However, the program failed to deliver a good engine with required power output. So India needs to be bought engines from foreign.





Radar, Radome and refueling probe also bought from foreign, Missiles also bought from Foreign. Which makes the Tejas only 60% indigenous, nearly 40% components are still outsourced.

As some reports from served officials criticized the work culture of HAL and DRDO. who is doing just screwdriver jobs rather than working on new projects, lack of fund also concerned about that issue?  If the same continuous in future it's clear during a war like situation, India needs to spend a large amount of money just for buying ammunition's and sub-components.

Indo-Indonesia Joint Training Exercise Garuda shakti IV


  Indo-Indonesia Joint Training Exercise GARUDA SHAKTI is conducted as part of military diplomacy between Indian and Indonesian Army alternatively in India and Indonesia respectively. The exercise is conducted on a reciprocal basis and its first edition was conducted in the year 2012 in India. 

The second edition was conducted in Indonesia in 2013 and third in India in 2014. The exercise is aimed at building and promoting positive relations between the two Armies of India and Indonesia.

The fourth edition of the joint exercise will be conducted for 13 days from 10 to 23 March 16 at Magelang, Indonesia in which an Indian Army platoon strength contingent will carry out cross training with a platoon from the Airborne battalion of the Indonesian Army.

 The selected Indian unit has had varied operational experience in Counter Insurgency and Counter Terrorist operations in the Northern, Western and Eastern theatres. The Indian Contingent has been put through a rigorous training schedule to prepare it for the exercise which includes combat conditioning, firing, tactical operations, tactical skills and special heliborne operations training.

To coordinate modalities of training of the exercise, an Exercise Planning Conference was held at Yogyakarta, Indonesia on 22 and 23 September 2015. During the conference both Armies finalized the modalities of conduct of joint training and signed an Agreement.

 The operational part of the exercise commenced with individual Armies training in respective countries and this would translate in exchange of expertise during the Joint Training Exercise in Indonesia. The opening ceremony for the exercise will be conducted on 11 March 16. 

The Indian contingent will reach the exercise location at Magelang, Indonesia, familiarize with the weapons, equipment, tactical drills and orient themselves to the terrain.

The exercise will be conducted as joint Counter Insurgency operations exercise in urban and rural scenario and encompass various facets of tactical Counter Insurgency operations.

 The aim of the exercise is to build and promote positive relations between the armies of India and Indonesia and to enhance the ability of Indian and Indonesian Army to undertake joint tactical level operations in a Counter Insurgency environment under United Nations Charter. 

The scope encompasses visualization of insurgency related crisis situation in rural / urban setting in Counter Insurgency environment, learn each other's Counter Insurgency doctrines, tactics and share experience of Counter Insurgency operations. It also includes the ambit of identifying areas of expertise/ specialization of each other, evolution of combat tactical drills for conduct of tactical Counter Insurgency operations and to undertake combined training for neutralization of insurgency threat.

The exercise will culminate with the Closing Ceremony to be conducted on23 March 16 and is to be attended by senior officers from both the armies and civil dignitaries.

In Army (excluding Army Medical Corps, Army Dental Corps and Military Nursing Service), as on 01.07.2015, against the authorized strength of 49631 officers, held strength of officers is 40525 with a shortage of 9106.

Shortage of officers is inter alia attributable to accretions of posts from time to time, tough selection procedures, difficult service conditions coupled with perceived high degree of risk involved in the service career as also inherent limitation of number that could be trained without compromising the quality of training.

A number of measures have been taken from time to time to reduce the shortage of officers in the Army including by making Short Service Commission more attractive, introduction of Colonel (Time Scale) rank, enhancing promotional avenues by way of upgradation of posts in Select Ranks, additional family accommodation through Married Accommodation Project.

Army has undertaken sustained image projection campaign to create awareness among the youth on the advantages of taking up a challenging and satisfying career. Awareness campaigns, participation in career fairs and exhibitions, advertisements in print and electronic media, motivational lectures in schools, colleges are some of the measures in this direction.

All the above mentioned measures have resulted in progressive improvement with shortage of officers reducing from around 26% in 2010 to approximately 18% in 2015, inspite of accretion of about 1800 posts during this period.

India almost drafted out the proposed defense cooperation with USA. to help India in case of war with it's enemies like China and Pakistan. Agreements like communication, logistics support and information exchange will be signed during the Indian prime minister's visit to US in this month and follow on agreements will be signed during US defense secretary visit to India in April.

India looks the Tibetan issue and border disputes very seriously. The Tibetan issue alone united India and USA at that time. During the initial wave of attack, the Chinese over run Indian outpost in Aksai Shin, Kashmir and attacks eastern borders, The Nehru administration approached the US and England to help the Indian forces.

Both agreed to assist the Indian forces, US carried out more than twenty sorties of aid each day for the first twenty days during the first wave of offensive from China. US used American Boeing 707 to deliver small arms and ammunition from bases across Thailand and Philippines,  the air drop further assisted by USAF C 130 and DC 3 which delivered supply and ammunition close to the outposts.

During the initial days of the war, India didn't inform the post war briefings with the Americans nor any other allies, However once the supply routes are opened, US ambassador Galbraith and his official's are allowed to be join the post war briefings, the briefings are headed by PM Nehru and Defense minister Menon. after the American and English supply route, India plans to recapture the lost lands to the Chinese during the first wave of offensive.

The Indian counter attack also outnumbered by the Chinese, more than that Chinese moved close to Sikkim in east and Leh in north. this forces Nehru to ask more support from US and it's allies like Canada and Europe, Nehru wrote letter's to US and UK asking twelve squadron of fighter jets and two squadron of Bombers, along with US ground forces and modern radar's.

US Intelligence assessed that Indian counter attacks are foiled by Chinese, and sends a US Senator mission to India which is led by Harrison. Who will assist Indian counter attack, and also analyses what weapons should India needs, Once the Chinese identified the US mission India, they stopped the attack and moved from the captured lands in eastern borders, however holds the Aksai shin.

During that time India and US has only one common interest that's the Tibet. Nowadays both India and USA shares many relationship, signing the above said agreements with US allows US forces operates freely in India, also US assist Indian logistics supply, as once CAG reported about 20 days of war reserve will automatically roses into unlimited, with the help of LSA agreement.





LSA- Logistics and Support Agreement is one of the most needed agreement, which allows US and India mutually support each other during the war and peace times, by allowing shipment of weapon supply, allowing US forces to operate from Indian bases, providing assist to US forces in Indian sub continent, same like US also support Indian moves along Indian subcontinent and all over the world, either military or civil purpose. 

CISMOA- Communication Interoperability  and security memorandum of agreement, This allows both nation can exchange communication and intelligence details along with each other, India already signed a agreement on US for counter terrorism related communication and intelligence agreement after the 26/11, Which gives India get a chance to work together with the US and European intelligence. who having most number of credible intelligence about terrorism.

With the CISMOA India may get credible information from US and Pacific nations like South Korea and Japan regarding the Chinese theater.  The countries who working against China, holding more intelligence information than India.

BECA- Basic Exchange and Cooperation agreement, BECA allows India to buy and make military hardware's in India with transfer of technology. India already signed DTTI treaty with USA, the defense technology trade allows India and US work more closer on military hardware's. and BECA is a successor of DTTI. which also allows seamless communication between US and Indian military units.

Once the above said agreements are signed, It's clear if China tries to attack India, US will directly involves in the war, and work with Indians to defeat the Chinese, The Chinese growing threat in Ladakh region, Tawang, and Andaman coast is more concerned, Like how the Chinese destroyed Indian outposts in Aksai shin and captured the land from India.

 It's clear if China tries to attack India, It would hurt China more badly than ever. unlike what India planned in 1962, with a failed counter attack.

Indo-Seychelles Joint Training 'Ex Lamitye' concludes


Exercise ‘Lamitye – 2016’, seventh in the series of Indo-Seychelles Joint Training Exercises, was conducted from 15 to 28 February 2016 at Victoria, Mahe Island, Seychelles with an aim to improve interoperability between both Armies in jointly fighting Counter Insurgency / Counter Terrorism. The Indian contingent comprised of an infantry platoon and representatives from the Special Forces.

 The Seychelles People’s Defence Forces (SPDF) was represented by the Tazar (Special Forces Unit) and Seychelles Infantry. A total of 52 personnel from the SPDF took part in the exercise, including 20 Tazar (Special Forces Unit) personnel. ‘Exercise Lamitye’ meaning ‘Friendship in Creole’ has been a bridge between the Armed Forces of India and SPDF since 2001. 

Focused on interoperability in drills pertaining to Counter Insurgency & Counter Terrorism, a number of activities and exercises were conducted during the joint training.

‘Exercise Sea Hunt’, was an apt culmination , wherein Cordon & Search operations were enmeshed with hostage rescue operations in an Anti-Piracy setting at Cape Ternay, with realistic orchestration of events extending over two days in an urban insurgency environment.

Brigadier Leopold Payet, Chief of Seychelles Defence Forces, H.E. Mr. Sanjay Panda, High Commissioner of India to Seychelles, Lieutenant Colonel Gudur, Military Attache, High Commission of India to Seychelles and Observer Delegation from Indian Army consisting of senior officers were present during the closing ceremony held on 29 February 2016. 

Senior military Commanders after a detailed briefing and interaction with troops expressed their satisfaction on the level of synergy and interoperability achieved between the two contingents.

The officers and soldiers of SPDF were highly appreciative of the high standards of training and operational capability of the Indian Army. The joint training was an ideal platform for fostering jointmanship and interoperability between the defence forces of both the countries.

The U.S. Trade and Development Agency (USTDA) strengthened its partnership with India this year by committing to support Prime Minister Modi’s initiative to develop smart cities.

In January 2015, India welcomed President Obama to celebrate its ‘Republic Day’ and it was on this visit that USTDA Director Zak signed three Memoranda of Understanding (MOU) with the state governments of Andhra Pradesh, Rajasthan and Uttar Pradesh to support smart city development in Visakhapatnam (Vizag), Ajmer and Allahabad. The MOU-signings strengthened collaboration between the U.S. and India in terms of bilateral commercial and trade engagement on Smart Cities.

While the development of smart cities includes many layers of sectoral engagements, public-private partnership stands at the helm of its success. These types of partnerships serve as a common denominator of USTDA programs as the Agency seeks to form connections that lead to sustainable development overseas and business opportunities for U.S. companies.

These partnerships have led to a number of successes across India, one of which being with the utility, Tata Power New Delhi Distribution Ltd. (Tata Power). Our technical collaboration has supported Tata Power’s ability to automate 34 grids and reduce losses from 53% to 11%.

 These upgrades have significantly improved energy access for a population of 4.5 million people in North Delhi. Our partnership enabled the utility to make significant progress on its smart grid programs, so much so that Tata Power has become a household success story across the country. In fact, USTDA featured the progress of Tata Power in its recent Fiscal Year 2015 Annual Report.

One exciting capstone of the Agency’s work this past year was an invitation from the President of India, Shri Pranab Mukherjee, to join the celebration of Tata Power providing solar power to the Estate's School complex. The following week, President Mukherjee extended an invitation to USTDA to join a Roundtable on Global Innovation.

Partnering with Tata Power is not the only work that USTDA has done in India—USTDA works across key infrastructure sectors such as energy, transport and telecom.  For example, there is also the Aviation Cooperation Program, which aims to support India’s civil aviation modernization priorities such as safety and emissions reduction targets. This partnership helped India to restore its Category One rating and to become a regional leader in Civil Aviation.

When one of the of U.S. Government’s smallest agencies is recognized twice by the leader of the world's largest democracy in one calendar year, it reflects the solid partnership and collaboration between USTDA and India.  It is clear that a lean team with expertise and commitment can bring more effective transformation than simple pots of money.

Chabahar Port development, Ministry allocates $150 million


The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to the proposal of the Ministry of Shipping for provision and operationalization of credit of 150 million USD from EXIM Bank for development of Chabahar Port in Iran.

Chabahar Port lies outside the Persian Gulf in Iran and will help in expanding maritime commerce in the region. India is negotiating this project to facilitate the growing trade and investment with Iran and other countries in the region, notably Afghanistan and also to provide opportunities to Indian companies to penetrate and enhance their footprint in the region.

An MoU was signed between India and Iran on 06.05.2015 by Shri Nitin Gadkari. Minister of Shipping, Road Transport & Highways and his Iranian counterpart. As per the MoU, India is to equip and operate two berths in Chabahar Port Phase-I with capital investment of USD 85.21 million and annual revenue expenditure of USD 22.95 million on a ten year lease.

 Ownership of equipment will be transferred to Iranian side on completion of 10 year period or for an extended period, based on mutual agreement. The Iranian side had requested for provision of a credit of USD 150 million in accordance with the MoU. As per the MoU, operation of two berths will commence within a period of maximum 18 months after the signing of the Contract.

The two berths will be operated by the India Ports Global Private Limited, a Company promoted by the Jawaharlal Nehru Port Trust and Kandla Port Trust - two major ports working under the Ministry of Shipping.

The Union Cabinet has now authorized the Ministers of Finance, External Affairs and Shipping to approve the final contract with Iran and for resolution of any issue arising in implementation of the project.

The Union Cabinet has also authorized the Ministry of Shipping to form a Company in Iran for implementing the Chabahar Port Development Project and related activities.

Statement on Satellite Centre in Vietnam

As part of Space Cooperation between India and Association of South East Asian Nations (ASEAN), Indian Space Research Organization (ISRO), at the behest of Government of India, is working towards the establishment of a Satellite Tracking & Data Reception Station and Data Processing Facility in Vietnam for ASEAN Member countries. This facility is intended to acquire and process Indian Remote Sensing Satellite data pertaining to ASEAN region and disseminate to ASEAN Member countries.

Under this initiative, all ASEAN member countries, including Vietnam will be allowed to access processed remote sensing data pertaining to their country.

Ground facility is designed in such a way that it will not allow Indian data to be accessed and processed by the system.

This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in a reply to an unstarred question in Lok Sabha today.

    Green Berets assigned to 2nd Battalion, 1st Special Forces Group (Airborne), conducted Vajra Prahar training exercise with Indian Special Operation Forces at Joint Base Lewis-McChord and Camp Rilea, Ore., Jan. 18-29, 2016.

   The two-week exercise, which hasn't happened at JBLM since 2011, was a bilateral Joint Combined Exchange Training exercise that improves the ability of the forces involved to respond to a wide range of contingencies. The past few years has seen increased cooperation between the two countries military forces with a remarkable expansion of bilateral training exercises.

    "I see our military to military partnership as a very important pillar that contributes to the strategic relationship between the two countries," said Lt. Col. Terry Butcher, commander of 2nd Battalion, 1st Special Forces Group (Airborne). "They [India] are a very important partner, both for the regional security of south Asia and the maritime security. I think that we directly contribute to that by working with their special operation forces."

   The two countries are working together to safeguard maritime security and freedom of navigation as well as strengthening their partnership to combat terrorism and piracy.

   "The exercise was strictly maritime focused so everything that we did was in the water," said 2nd battalion's operational detachment commander. "We started with an introduction to boat movements and finished with the culminating exercise which was an 8 nautical mile boat movement to a beach landing."

   Along with the boat movements and beach landing the training exercise also included diving, navigation, helo-casting and an airborne operation.

   "Working out there with them in the water we get better and they get better," said Butcher. "We improve upon our individual skills and collective skills as a unit."

   "We trained for this at home, jumping into cold water," said Maj. Puneet Atwal, commander of the Indian forces. "This is good training. This military to military interaction between the countries will be good for our future."

   Butcher said that the training strengthens the partnership, builds relationships and provides better interoperability.

   "If there ever comes a time where we have to work directly hand-in-hand with our Indian partners, understanding the way that they operate on the ground or in the water is going to enable us to work with them using their particular tactics and their methods of operation," said Butcher. "Just knowing that you have a foreign military unit that you can reach out to, keeps the relationship strong between our units."

   "The greatest benefit for our soldiers is any chance that we get to work along side our allies," said the operational detachment commander. "It was a good exercise and we got a lot out of it and everyone came away a better-trained soldier."

   The U.S. is committed to broadening ties to Indo-Asia-Pacific partners. As part of the rebalance, the U.S. is strengthening traditional alliances while enhancing forward presence in Southeast Asia, in Oceania and the Indian Ocean.

     The recent report who revealed the Pakistani nuclear missile threat, also study's about the possible outcome from the South China sea, and the Chinese illegal construction in the artificial island, which poses serious threat to South Asian interests, The main objective of the Chinese military is to operate the artificial island as a Forward military base.

     Not only the forward airbase, China also plans to build more number of aircraft carriers to stand against the pacific nations and the US Navy. China plans to construct nearly five new aircraft carrier before 2030. with new power projection and the artificial Island, China may eventually controls the entire south China sea, and explores all the natural resources close to South China sea, China may achieve this by 2030. The CSIS study reveals.

    The Study also proposes the US government to expand the fleet presence in South China sea, with the cooperation of south Asian allies, US is the first nation who sails within the territorial waters of Artificial Island, South Asian nations, which include India also send it's warships as temporary deployment close to South China sea to show off against Chinese activities.

     Recent satellite images shows the Island construction almost completed, China already started deploying it's military jets and other defensive missiles, China also send it's passenger aircraft in that Island, who also performed take off and Landing missions. China deploys artillery's and coastal missile batteries in the Artificial Island.

    In future China may pose serious threat against the US Naval ships, which makes the situation even worsen, Since many countries include India also invested huge amount in South China sea to explore natural resources for Vietnam.

     India plans set up a satellite tracking and imaging centre in southern Vietnam that will give Hanoi access to pictures from Indian earth observation satellites that cover the region, including China and the South China Sea. ISRO will fund and set up the satellite tracking and data reception centre in Ho Chi Minh City to monitor Indian satellite launches, the Indian officials said. with the expected cost at around $23 million.





     The Study Points three major facts, Protecting US citizens and allies, promoting trade and economy, and promoting universal norms, As simply stopping the Chinese to intervening in international free waters.   However the need of Asian alliance against China is must need to neutralize the Chinese  activities.

     Early, many Nations which include India and US plans to create a organization to act against Chinese illegal activities in South Asian waters, Which include the earlier air defense identical zone close to Taiwan air space and the Illegal claims of Japanese Senaku Diyaou Islands, However due to pressure from China and Russia forced to close the alliance against China.

    Pentagon warned the Chinese, just after the report from CSIS, Saying, "China taking 'self-isolating' steps in South China Sea ". the statement also stated that, US is trying to solve the South China sea through diplomatic routes, However China pushing the US to take military action against the Chinese, who posing threat against US allies,

    Carter who issued the statements and also spoke about the anti Chinese alliance, saying We don't seek to ask people to take sides. We do know that people are coming to us increasingly. Why is that? It is because China is taking some steps that I fear are self-isolating, driving towards a result that none of us wants.

    Dhanush ballistic missile is the Navy's one and only operational Ballistic missile. China and India is the only nation in the world who uses the Ballistic missile for Anti shipping missions. China uses the long range DF 21 missile to destroy American carriers using Nuclear warhead. The DF 21 D has the Range of some 1600 kilometers, While the Indian Dhanush is some 350 kilometer quasi ballistic missile, Chinese DF too a quasi ballistic missile. Quasi Ballistic means a missile which fly in low trajectory or large ballistic with in flight maneuvers make unexpected changes in his flight.

   Dhanush is a two stage missile, with solid and liquid fueled engines. The first stage always ignited with Solid fuel, The Dhanush can carry 500 kg warhead at the range of some 350 to 600 kilometers. The Dhanush missile is a modified Pritvi ballistic missile a variant also used in ballistic interceptor role too. Dhanush certified to be launched from small offshore patrol vessels to heavy Rajput class destroyers too. Currently most tests are conducted from the OPV's to validate the performance of the Dhanush platform.

   Dhanush actually a test platform, used to evaluate India's AShBM and BMD capabilities from sea based platforms. AShBM is something like a failed theory, While many suggesting It's very hard to hit a moving platform using the ballistic missile. The major reason is Ballistic missiles will not hit the target at bulls eye or pin point. Most ballistic missile hit target close to some 10 meter circular error probability. However some believes the term quasi ballistic missile can outperform the theories. Indian DRDO scientists claims with the fins and stabilizers the Dhanush can destroy the enemy ship with good accuracy.

    DRDO also claims that The fins can be controlled via on board visual camera's. Means the sea always in blue, and sea level always at constant point. While the ship is something different in color and shape too. One more is the Ship always above the sea level. This allows the Dhanush can engage the target in high precision. Navy has plans to deploy some Dhanush missiles in their front line warships.





    Dhanush also used to destroy Port's and Naval bases for quick support. Earlier Naval operation in 1971 shows the Navy's capability of attacking enemy port with barrage of missiles. Navy sticks to keep the same for future warfare too. As per officials Navy also deployed some Sukanya class OPV's with Dhanush missiles. Only disadvantages is if the Ship carries a Missile then it have no room to carry a helicopter vice verse.

  
   Launching Dhanush and Brahmos missile over enemy targets makes them less time to react and gives less or zero probability of intercept. The tracking radar and the missiles can be easily confused by both cruise and ballistic missile trajectory. most of the ships don't have good interceptor missile to intercept ballistic missiles, except AEGIS equipped warships.

    India also plans to field the Interceptor missiles in the Ships, just like how American added Standard Missiles into their frontline destroyers for ballistic missile interception. India also has plans to add PAD and AAD missiles into the ships for ballistic missile interception. However the long term plan will be executed once the land based system matured.

    Recent information's from Defense ministry, It looks like Rafale and it's associated company's slowly moving away from the earlier proposed deal, Since India failed to negotiate the French team even after very long time consumed by both sides. India first announced to buy a 126 Rafale and additional 72 as Make in India program whose deal value estimated around $12-$15 billions. Which makes one of the finest deal for Indian defense industry and the user Indian Air force. However the ministry suggests the deal value over priced and Rafale's negligence to joining with HAL tampered the progress of So called Indian MMRCA tender.

    India selects HAL as primary Indian supplier of Rafale, However France is not impressed with HAL's primary operating structure, and suggested some other private players to be roped in for Rafale Production line in India. The ministry rejects the French suggestion and insists HAL will be the Primary partner of Dassault. France also said, if HAL will be selected Dassault officials may supervise the HAL's performance and  Build Quality.

    HAL rejected the French's supervise in their work, However the Initial understanding as per the RFP, The  Rafale's quality and warranty should taken care by the French's Dassault. Which means Dassault will taken care of HAL produced Rafale too. French refused the plan and shelved the negotiations. Which considered most critical part and the reason of cancelling the MMRCA.

   Due to the failure of Initial warranty and over price issue, India plans to buy some 36 Rafale Fighters directly from France without any know how technology transfer, As Prime minister's initial motto of Make in India in each and every defense procurement also buried. Prime Minister announced Indian option of buying 36 Rafale directly from France without any ToT or nothing. Unlike the user IAF wants some other options along with ToT.

     The Indian Air force wants the Rafale must equipped with Ingeniously made Astra long range BVR missile and Stand off cruise missile Brahmos. French side agreed the IAF's proposal and ask additional money for customizing the aircraft. The contract negotiation committee rejected the cost escalation and stay with the announced deal value. The French side refused and said they will deliver the Rafale F3 just how France operating without adding Astra and Brahmos. However the user IAF not satisfied about the shortcomings in the Rafale Fighter aircraft's capability without coming with Astra and Brahmos .

    
The contract negotiation committee also proposed 50% of offset in the deal. France refused the Suggestions and said they will invest only 30% of the deal value in India. However later some reports suggested that France agreed Indian proposal of 50% of deal value money to be invested back in India. The major roadblock kicked and both side moved towards next line of contract negotiations.

    Days ago Indian defense minister said the Rafale deal is in final stages of price negotiations, which is reported by Economic times. However there is no clear information about the offset issue and deal value finalization. Which makes the deal still hanging. Minister also confirms that 50% offset issue almost sorted out. However minister didn't said it is finalize.

     Minister also confirms that only 36 Rafale's will be procured under government to government contract. There is no additional numbers are planned. However some Air force officials believes that the 36 numbers makes logistics issue and makes no wonder in Combat or any other operations. So it could be another 36 or more will come under Make in India initiative. They also cited the French aerospace involvement in Indian  defense sectors.





    Safron is the Company who delivering Sneccma M88 Engines to the Rafale Aircraft and invested a Indian assembly line to produce the engines in India. They plans to make Engine parts and assembly line in India to meet the Indian needs of more engines to the first announced MMRCA tender. Reports from Bloomberg cited Safron confirmed they shelved the Indian assembly line plans due to low number of Rafale orders. Which is considered a major drawback in the Rafale deal.

   The same news quoting officials circled all over the media since two years, yet no clear changes in the ground, Which makes India might move away from the deal otherwise French will walk away from the Deal. Even after Indian announcement, Qatar and Egypt singed Rafale deal with France and Egypt operating three units of Rafale's.

     Recent development in south China sea include the US Navy's destroyers sailing with in the Chinese Artificial Island's territorial waters.  China constructed a island middle of the sea and claimed the Island and the nearby sea belongs to China. The US Challenged the Chinese by flying a P 8 I over the Island. At second incident US Navy's Destroyer sails inside the 12nm territorial waters of the so called Artificial Island. Since the South asian nations are poorly equipped to counter the Chinese claim

    To tackle the Chinese aggression in South China sea, South Asian small nations created a forum to jointly works to counter Chinese military activities close to their eaters. The forum named as ASEAN which involves South Asian nations Malaysia, Vietnam, Philippines, Thailand, Laos, Burma, Indonesia, Cambodia, Singapore and Brunei. This years ASEAN summit has a main objective of disputed issue in South China sea. The ASEAN summit also calls defense minsters from the Asian countries and Regional players like US, China and India.

    However the forum failed to issue a joint statement. Due to the pressure of Chinese defense minister the actual understanding of South China sea dispute was kept under secret. The Indian Defense Minister Manohar parrikar, US defense secretary Ash Carter also presented in the meeting. However the meeting is almost vanished without having common understanding between the nations.





     When Talking about the South China Sea, Manohar parrikar himself says that " Freedom of navigation in international waters, the rights of using the international airspace could not be violated by someone's specific interest. He also says nations must respect united Nations convention law of freedom of navigation in International waters.

  On the other side, External affairs minister Sushma swaraj visited Philippines and met his counterpart Albert. Both of them discussed many security issues including the south china sea. In the join statement Sushma mentions Philippines rights in west Philippine sea and indirectly warned the Chinese action in South China sea. West Philippine sea is the term adopted by Philippines for the past four years. It's quite surprise when Sushma pronounce the same.

     Both of the incident shows that, India's prime interests of cornering China from all available sides. Between Indian Navy also plans to field a permanent Naval units in South china sea currently navy has port visit missions using it's warships. As of now Shivalik is doing the duty in South Chinese Area. Indian Navy Also plans to conduct overflight mission above the Artificial Island built by china. Just how US flew over the air space using it's P 8I even with Chinese repeated warning.

    The South China sea heats up more closely, When US send it's warship close to the Island. Chinese Navy responded by sending one destroyer and a support ship to escort the US warship during the transits. However they never exchanged any contacts, However some media quoted that China radioed the USS Lassen and said " Hope to see you soon" While US Navy confirmed no contacts during the transis. The Pacific commander stated that US Navy will conduct more such patrols in that area. Even after meeting the Chinese defense officials in Beijing after the FoN Mission.





    The Chinese heavily protested the Americans act, The Def Sec Ash Carter countered the Chine by saying " The US will fly, sail and operate all over the international waters, as what US doing all over the world, The South China sea also the same, It's in International waters."

     Not only the words, Defense Sec Ash Carter also wants to sail the South China sea, The Defense secretary and Malaysian Defense minister planned to onboard the US Navy carrier Theodore Roosevelt, The Carrier along with her support ships will perform a patrol mission well close within the 12nm of the Artificial Island. However this time the Ship won't sail inside the 12nm boundary line of the Artificial Island.

    The Chinese military officials repeatedly warning that transiting over South china sea could spark a small conflict even a war. And said US and his partners should stop provoking the Chinese.

    The US Schedule to conduct the next round of Presidential election by next November, and the Campaign already started by two biggest parties who ruled America in the past, US has two biggest Parties, one is the Democratic party another is the Republicans, the famous presidents like George Bush, Nixon, Reagen are all Republicans, where Kennedy, Clinton Obama are all Democratic, both have huge difference's in their approach towards  foreign policy, Democratic always soft characters, the North Korean Nuke deal is the example, while Republicans are bit aggressive peoples, they are the one who waged war over Middle East.

     Same like Congress in India, Democratic are old fashioned peoples, they can keep their friendships with long standing ally's only, and never tried to establish new connection or expanding their interests, compared to Republicans, Democratic peoples love to keep the Pakistan friendship, how ever the Republicans are pro Indians and hate to make friendships with rouge Muslim nations and communists nations like Russia, China, North Korea, one of the recent example is Republican candidate Ben Carson, who is the director of Neurosurgery in America's famous hospital John Hopkins said that, I would not advocate that we put a Muslim in charge of this nation. I absolutely would not agree with that,” he told host Chuck Todd. When asked if he believed Islam “is consistent with the Constitution,” Carson answered, “No, I don’t, I do not.”

   Unlike the Republican candidates, Democratic's were happy to join hands with islamic nations, The Iranian Nuke deal is the good example and soft stand in Ukrainian issue and South China sea issue, even the shocking news is once the French are ready to strike some Selected targets inside Syria, when more than 1500 civilians dead in a worst chemical bombing, however the Obama administration ordered the French do not step in the battle, and keep enjoyed more deaths of innocence civilians, also many US military officers and NATO countries urged Obama administration do not supply arms to Sunni militants, However the Democratic rejected the plea and join with KSA to supply arms and ammunition to Radical Islamist rebels in Syria.

    Donald Trump is the famous business man in America, who is a bright candidate from the Republican party, some other known candidates from the Republican party is Jeb Bush- son of ex president Bush, the known Rand Paul, and Indian origin Bobby Jindal too, Trump is more aggressive when comes to foreign policy, who also hates those radical Islamist controlled rough nations, and openly supported India's moves many times,





    In a recent interview about east Asia policy, Trump openly talked about Pakistan and compared it with North Korea, stating both nuclear nations are the threat to mankind, also he talked many things about Pakistan, include delivering freedom to Pakistan from the Air, just like how America provided freedom to Iraq and Afghan earlier, He also said US must move with India to Check Pakistan from every corner, Trump also sounded Pakistan is the most dangerous country along with Iran and North Korea, peoples must accept the Iranian regime runs by radical shia extremists, who always threaten to destroy US and Israel, the only reason they hates Pakistan is, its a Sunni majority nation. and there is no doubt both the Shia and Sunni extremists are same.

    As a known truth also revealed by Trump is, US can send it's ground troops into Pakistan to seize the Pakistani nuclear weapons, if the situation becomes worse, he also said that DPRK is openly threaten America while Pakistan working behind the closed doors, Trump says in the interview he will not reveal his military plans against Pakistan, he says Pakistan can guess what I mean, there is only one country in the world who is working very closely to seize the Pakistani nuclear is Israel, they plans to strike the Pakistani nukes several times, however they never tried, which means they never withdraw their plans, If times comes good Israel can do his mission,
