Naval Commanders' to focus on Security Challenges in IOR


A three day Naval Commanders’ Conference is scheduled to be held at New Delhi from 21 Apr 2016. The conference is being held in the wake of the very successful International Fleet review (IFR) held by the Navy at Visakhapatnam in Feb 2016, apart from a number of other notable operational activities such as the first Combined Commanders’ Conference on board Vikramaditya in Dec 15.

The Chief of the Naval Staff Admiral RK Dhowan will chair the conference to review various aspects involving operations, acquisition of assets, personnel and logistics issues. The conference (spread over three days) will primarily focus on reviewing the combat readiness and operational preparedness of the Navy including coastal security, to address the dynamic security challenges in the IOR.

Hon’ble Defence Minister Shri Manohar Parrikar would address and interact with the Naval Commanders on the opening day of the conference. The conference will also provide an opportunity to the Naval Commanders’ to interact with MoD officials wherein relevant issues to further military synergy will be discussed.

During the conference, Naval Commanders’ will review the timelines for capital inductions of the Navy in consonance with the ‘Make in India’ initiative which is aligned with the Indian Navy’s guiding principles of self-reliance and indigenization. 

The major infrastructure upgrades of the Navy with special emphasis on Aviation assets will also be reviewed. The Commanders shall also delve on various aspects of the Navy’s roadmap for the future such as the key technology enablers, improving logistics and the numerous initiatives to further strengthen cyber security in the Navy.

An important focus issue of the conference would also be to review the numerous measures taken to improve the service and living conditions of sailors and civilian personnel. The year 2016 has been earmarked as the ‘Year of the Civilian Personnel’ and accordingly, schemes to improve quality of life and service conditions within the Navy will be reviewed during the conference.

     Ashley J Tellis Released a research paper saying the US must Arm the Indian Navy to defeat the Chinese Navy in each and Every aspects, Since it's a Threat to Indian Ocean region both Indian and American interests, Tellis was worked as a US state Advisor, member of Indian Civil Nuclear Disunion bench, senior adviser to US Ambassador to India.

    It's been a discussion between Indian and US government that supplying US's most advanced EMAL aircraft launching system to Indian Navy, since discussion going through Navy freeze the designing works of Indian Nuke powered Carrier IAC 2.

      Ashley addressed many times to the US congress about the Chinese advancement in Indian Ocean, which will be controlled only by arming the Indians without any delays,

      He also urged the US government that they should speed up the negotiations to supply the EMAL systems to the Indian Navy, not only but US should support the Indian Naval shipbuilders to design the IAC 2, he also says that US should not hesitate to supply the modern carrier borne AEW system the E2 D Hawk, and the Fifth Gen CATOBAR capable F 35 C. which allows the Indian Navy to secure and get upper edge to rival's air wing.

      He also pressed the US congress to assign a partnership between Indian and American SEA commands to work jointly for securing the Indian Ocean and controlling the Chinese deterrence  patrol in IOR, also urged to help Indian navy to design the Nuclear reactor which is going to be placed in the carrier. and US industry should assist Indian Ship builders to construct Bigger ships in Indian docks.

         The US assistance to the Indian Navy should send a strong Signal to the PLAN and Chinese Government. he also urged US congress to step in Indian defense sector how Israel and Russia acting Indian interests.

           The same above was reflected to US Senator John McCain briefed by the carniage in sep last year, reflects the Obama's trip to India this year and both agreed to jointly work on the aircraft Carrier Technology Sharing and Design. The New government in India understand the importance of the Indian Ocean and arising threats of Chinese activities around IOR. that's the move was pulled by the New Modi government by Visiting and Hosting the US.

         Indian Navy operating Carrier for more than half a century and used in almost all war battled by India. but never engaged in a bigger Naval battle, thus Pakistani Navy is too small and Indians CG alone take care of them, The Indian Navy building it's fleet to Fight against the Chinese Naval fleet, as Americans Helps the Japanese and South Korean Navy's to Compete against the Chinese Navy, It's time to Build the Indian Navy fully optimized to Fight against entire Chinese Navy.

       Tellis also mentioned the Modi's initiative plans of setting up coastal reconnaissance Radars across IOR and also refurbish Ancient Indian Relationship with Countries like Mauritius and Seychelles. there is no doubt that irked the Chinese so much.    





         The Submarines operated by the Chinese Navy is also worse the Indian Navy's operational capabilities, many times Indians managed to identify the Chinese vessels closely patrolling near to Indian waters. but if they comes with Aircraft carriers the vision is totally different. which is a model of gun boat diplomacy,

         But India's favorable land based Air strips in Andaman gives upper edge to the Indian Navy also, a quick target for Chinese too. since it can't be mobilized.

    The new government led by PM Narendra Modi seems to have taken this seriously and working down to have India’s backyard, the Indian Ocean secured. Securing the IOR (Indian Ocean Region) requires the Government to strength its diplomatic strategy, deepening it's relationships with the island nations enclosed within the IOR. The government has had a tough job with the rising interference of China in IOR. The docking of a Chinese SSN in a Sri Lankan port has turned as a eye opener to the Indian government, which has been vary of any developments in the IOR. With a view to bolster the ties with various nations in the IOR surrounding India the PM himself has made a visit to these nations which reassures the much Indian support to the Island paradise. The PM is on a state visit to the Seychelles, Sri Lanka and Mauritius.


     With unrest in the Maldives and the security threat in air the PM has cancelled his visit to the Maldives but has supported the leader Mohamed Nasheed and is believed to be working closely to solve the disputes to the current govt. The PM has completed his visit to Seychelles and Mauritius signing few important pacts that can change the course of shipping and trade with these nations. The PM is scheduled to visit Sri Lanka tomorrow along with the NSA (National Security Adviser) Ajit .

   The PM's first stop was the tiny island nation Seychelles, which is an archipelago have shared a very long standing relationship in the field of trade and shipping. India has helped various leaders of Seychelles steer clear of coups staged against their nations. India has also helped Seychelles with infrastructure development and Human resource. India has voluntarily loaned various projects in Seychelles.








   In the crucial field of Defense, the Indian Navy has an observation post which has been installed since a long time. The post can be used by both Seychelles and India to monitor the movement of Ships and other sea borne vessels. India has gifted a Dornier Do228 MPA and Chetak LUH to help monitor the vast coasts. India has charged the Indian Navy of safeguarding the Seychelles EEZ and to monitor any illegal activities.

    During the recent visit the PM has signed four notable agreements which helps develop and boost maritime capabilities of the nation. The PM formally inaugurated the Coastal surveillance Radar which will be helping effectively help the Indian and Seychelles Navy manage the shipping activities in IOR. The four major agreements signed are

  • Cooperation in hydrography, 
  • Renewable energy, 
  • Infrastructure development and 
  • Sale of navigation charts and electronic navigational charts.

Seychelles has agreed to lease the Assumption Island to India. India can develop the infrastructure and can be used to install Listening and Surveillance post for the Indian Navy. This would give a major boost to our maritime security.






 Mauritius

       India and Mauritius share a very unique relationship which dates back to centuries. Most citizens of Mauritius are of Indian origin. Mauritius has been a friendly state in the IOR region. The Indian Navy has provided assistance to the Mauritius Navy in the combat against the Pirates. Indian navy has also helped Mauritius to maintain maritime security in their EEZ. Mauritius remains under the Indian Defense Umbrella, where we Indian Keeps the values and lives of Mauritius.

         During the PM Visits, PM offered a loan amount of half a Billion dollar to Mauritius to develop the infrastructure and has also promised to build petroleum storage facility along with technological help in medical field.

      India has also gifted a OPV to Mauritius Coast guard which is built by GRSE India the craft is about 74 meter Long. The 1500 ton vessel has helped bolster its maritime security.

The signed Memorandum of Understanding with Mauritius are
  1.   MoU in the field of ocean economy.
  2.  MoU for improvement in sea and air transportation facilities at Agalega Island.
  3.  Import of Indian mangoes.
  4.  An agreement on cultural cooperation.
  5.  Cooperation in the field of traditional system of medicine and  homeopathy
