Surprise, $50 billions for Defense


The finance minister announced a whooping $50 billion defense budget with an average hike of 20% from last year, however the increased amount will be spend on the OROP pension bill only, and defense minister gives up nearly $1.5 billion unspent amount from last years budget. the pension bill alone costs some $11 billions, which gives nearly $39 billion for armed forces.

It's a major backdrop in the defense budget is the huge cut in capital acquisition funds, the funds who used to buy new defense hardware's from abroad and from Indian companies, this acquisition cuts comes after defense minister gives up nearly $1.5 billion unspent amount from last years allocation.

In the current fiscal year, the defense ministry allows to spend nearly $11.4 billions to buy new defense hardware's. this seems very less compared to previous budget allocation, this may further slow the defense modernization. Contracts like FGFA, AMCA engine, Construction of IAC 2 and Army MR SAM costs so much. It's highly unlikely the armed forces won't get new contracts.

Also there is no clear information available on modernization of central armed forces operating under the defense ministry, such as Coast Guard, Assam Rifles, Special Frontier Forces and Andaman Nicobar command. This seems surprise that internal security modernization details also not disclosed in the budget session.





In the $50 billions, only $38.5 billions going to be spend on armed forces, nearly $11 billions spend for pensions. the rival China spends nearly $140 billions every year, with nearly $60 billions for acquisitions. way ahead of Indian defense spending.

It's clear the defense forces remain spend more than 60% of money to the salary's, allowances and other personal expenditure's. as once Doval stated this "more manpower costs less war preparedness". Many analysts suggest the defense ministry to cut the troops number by 7 lakh. which can shave more than 20% of salaries and allowances.

There is some other concerns about controlling the attrition damage, keeping the forces maximum defense preparedness by increasing the weapon stockpiles. Many sources confirms that armed forces have ammunition for only 20 days, than the required/authorized stockpile of 40 days. the issues in storage also remain concern that CAG once found corrosion in anti tank shells stored in the reserves.

The U.S. Trade and Development Agency (USTDA) strengthened its partnership with India this year by committing to support Prime Minister Modi’s initiative to develop smart cities.

In January 2015, India welcomed President Obama to celebrate its ‘Republic Day’ and it was on this visit that USTDA Director Zak signed three Memoranda of Understanding (MOU) with the state governments of Andhra Pradesh, Rajasthan and Uttar Pradesh to support smart city development in Visakhapatnam (Vizag), Ajmer and Allahabad. The MOU-signings strengthened collaboration between the U.S. and India in terms of bilateral commercial and trade engagement on Smart Cities.

While the development of smart cities includes many layers of sectoral engagements, public-private partnership stands at the helm of its success. These types of partnerships serve as a common denominator of USTDA programs as the Agency seeks to form connections that lead to sustainable development overseas and business opportunities for U.S. companies.

These partnerships have led to a number of successes across India, one of which being with the utility, Tata Power New Delhi Distribution Ltd. (Tata Power). Our technical collaboration has supported Tata Power’s ability to automate 34 grids and reduce losses from 53% to 11%.

 These upgrades have significantly improved energy access for a population of 4.5 million people in North Delhi. Our partnership enabled the utility to make significant progress on its smart grid programs, so much so that Tata Power has become a household success story across the country. In fact, USTDA featured the progress of Tata Power in its recent Fiscal Year 2015 Annual Report.

One exciting capstone of the Agency’s work this past year was an invitation from the President of India, Shri Pranab Mukherjee, to join the celebration of Tata Power providing solar power to the Estate's School complex. The following week, President Mukherjee extended an invitation to USTDA to join a Roundtable on Global Innovation.

Partnering with Tata Power is not the only work that USTDA has done in India—USTDA works across key infrastructure sectors such as energy, transport and telecom.  For example, there is also the Aviation Cooperation Program, which aims to support India’s civil aviation modernization priorities such as safety and emissions reduction targets. This partnership helped India to restore its Category One rating and to become a regional leader in Civil Aviation.

When one of the of U.S. Government’s smallest agencies is recognized twice by the leader of the world's largest democracy in one calendar year, it reflects the solid partnership and collaboration between USTDA and India.  It is clear that a lean team with expertise and commitment can bring more effective transformation than simple pots of money.

China warns Indian Navy's plan of conducting joint patrols with US Navy in disputed south china sea. China said that, US-Indian joint patrol divides Asia into two. At the same time Indian Navy found a Chinese navy submarine tender ship prowling along the nicober Island, Possibility of supporting two or more Chinese Submarines near the region.

While China issue warning to India, do not come to South China sea, they repeatedly violating the Andaman Island chains, by sending naval frigates and nuclear submarines. last week Indian navy's coastal surveillance radar picked up a unknown military vessel, The ANC later found the vessel is the PLAN Submarine tender ship.

Submarine tender ships are assigned with submarines to conduct mission off from the friendly bases. The ship comes inside the Andaman command's area of responsible zone, Navy suggests the Submarine tender might accompanied by two or more Chinese submarines.

When talking to the press, Andaman nicober commander said, Navy keep an eye on the vessel and tracking it's course. This is not the first time Chinese ships sailing and coming close to the Andaman waters.

Admiral also said about the modernization program of the Andaman Island's. The modernization works already begun, once it finished Indian Navy will send ships to confront the Chinese vessel who infiltrate Indian waters. He also said about the recently deployed P 8I working better to identify the threats.

Recently the Indian defense minister spend days in US Pacific Command, sailed in the US super carrier along with US defense secretary Ashton Carter, This irked the Chinese, while India planning to expand the cooperation between the two Navy's. Parrikar also issued statements regarding South China sea jointly with US counterparts.

Later, Reports revealed that, India and US in talks to conduct a joint naval patrol close to the Chinese artificial Island, more than that both planning to conduct patrols within the territorial waters of the disputed Island. US is the only nation who conducted patrol within the territorial waters, China responded by sending fighter jets and naval frigates to confront the US move, However US didn't changed it's course.

Other Asian nations like Vietnam, Philippines and Malaysia too conducted patrols outside the territorial waters which means sailed outside the 12nm of those artificial island. India too send a naval frigate in South China sea to show off against the Chinese illegal claims.   





Indian Navy last year openly suggests Asian nations and India must conduct freedom of navigation flight over the artificial island. US only heard the Indian Navy's option, few months later they flew P8 and B 52 bombers over the artificial island.

China capturing international waters by making artificial island's in the sea, later fortifies into a military fortress, thus allow china to control every flying and sailing ships close to the region. No one tries to stop China due to his military power override in South China sea.

This is the true face of Chinese, They continuously warning India about the South China sea, while repeatedly violating Indian waters in Andaman, and Indian Navy not have proper asserts to confront the Chinese Navy.

Reports emerged that IAF might buy additional number of Su 30 MKI from HAL, which followed by contract with Russia, Buying additional number of Su 30 means IAF have to pay some % of cost to Russia and IAF itself invest money in HAL to produce more fighter jets. Recently Russian media reported that IAF might buy addition Su 30 MKI to upscale the squadron number.

IDRW, quoting unnamed air force official that IAF not interested to buy more Su 30 MKI, HAL in India gets an order of build more than 200 MKI fighters in India, with the support from Russian Sukhoi. IAF ordered 272 units from Russia and HAL. which all the deliveries could be completed before 2019.

To keep the Su 30 MKI production line, Russia pushing IAF to buy more Su 30 MKI, as the MMRCA program cancelled and the Rafale acquisition also in doldrums, Russia believes IAF might order more Sukhoi's. However IAF is not interested in more MKI fighters, rather than looks in to increase the service availability of Su 30 MKI.

IAF currently operates more than 220 Su 30 MKI fighters, which half of then non combat condition, due to lack of spare parts, maintenance and  repair issues.  where Sukhoi, HAL and his sub contractors are all responsible for such low service availability issue. which is explained here ( Su 30 MKI problem )





IAF clearly mentions that, they were looking to increase the service availability of the MKI, rather than buying more numbers, which increases the problems not solving the issue. IAF facing low service availability of Su 30 MKI, nearly 55%. Defense minister said in last year that IAF working to solve the issue and plans to increase the availability by 65%.

So far there is no good reports available that the service availability rate increased, The failed negotiation between India and Russia in last December is a easy guess for that, India also looking for third party sources to solve the MRO issue, Same like how IAF backed up the MiG 21 fleet in early 90's with the Israeli and western sub components. 

The major sub components in Su 30 MKI, like it's engine's blades, radar materials all sourced from Russia, India negotiating the Russians to transfer such critical parts technology transfer, Russians refused to do so.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that in times to come, India’s nuclear programme is going to play a crucial role to meet the growing energy needs of the country. 

Addressing a three-day International conference on “India’s role in Global Nuclear Governance”, organized by the Institute for Defence Studies and Analyses (IDSA) here today, he said that India’s nuclear programme today is moving shoulder to shoulder with all the developed nations of the world and while the concerns are the same as those of the rest of the world, the future challenges are also the same.

 India supports the concept of global nuclear governance as a part of it is also evolving to a level of higher understanding in this country, he added.

While India has set an example for the rest of the world about how to use this nuclear programme exclusively for peaceful and developmental purposes, Dr Jitendra Singh said we are eager to cooperate with the other Nation States and civil society to raise awareness on nuclear security issues. 

The role of civil society is particularly essential in this regard and there is need for enhancing mutual confidence among nations on higher nuclear security implementation, he added.

Dr Jitendra Singh also emphasized the urgent need to start a country wide awareness campaign to educate the public about enormous peaceful benefits of nuclear energy and to clear the air about the apprehensions which sometimes come in the way of setting up of new atomic and nuclear plants under the Department of Atomic Energy. 

To effectively carry forward an awareness campaign like this, the Department of Atomic Energy solicits the support and cooperation of like-minded scientific groups, social scientists and voluntary agencies who can carry forward the message to every section of society, he added. 

The safeguards observed in our nuclear plants are as per the rules, procedures and principles laid down by the Atomic Energy Regulatory Board (AERB) under the Department of Atomic Energy and are among the best practices in the world, he said.

In today’s age and times, Dr Jitendra Singh said that the peaceful and constructive application of nuclear energy is widening with each passing day and nuclear energy is not only proving to be a boon in fields like medical treatment and agriculture, but is also going to be a major source of energy to meet the ever increasing demand of energy and electricity in the country.

Dr Jitendra Singh recalled that over 60 years ago, Dr Homi Bhabha had started India’s nuclear programme primarily for peaceful purposes and today we have not only vindicated Dr Homi Bhabha’s dream, but also presented a glorious example for the rest of the world. Along with solar energy, nuclear energy is going to be one of the richest resources for India as it moves ahead to become the Asian giant of 21st century, he added.

The home grown Nirbhay, is a multi-platform all weather cruise missile. The missile can carry one tonne of payload and has operational range of 1000 km. Nirbhay is a two-stage missile system with loitering capability. Nirbhay is equipped with ring-laser gyroscope for accurate strikes. 

Nirbhay can fly at extremely low altitudes, the missile is enabled with terrain hugging technology which effectively means the missile can fly in the tree levels. This method is instrumental in avoiding detection by enemy radar systems and can help in reducing the reaction time of the enemies.

Nirbhay is capable of carrying both nuclear and conventional warheads. Initially Nirbhay will be launched from a mobile launcher which has been developed by Tata. Further development will guarantee the launch of Nirbhay from Aerial and Naval platforms. The missile will supplement the BrahMos with its extended range.

The first test of the missile took place in February 2013, the test was a partial success as the missile was destroyed half way to its target after it showed diversion in its trajectory. The missile was again tested in October 2014, the missile delivered the package to the designated target flying flawlessly through the skies. Nirbhay is expected to enter service in less than three years.

TOW a second generation anti tank guided missile successfully taken out a Russian T 90 A modern battle tank in Syrian theater. The TOW crew's are American and western trained free Syrian army members,  The rebellion group who fighting against Assad since years. and the T 90 A is the modern Russian MBT, which was recently shipped into Syria manned by either Russian or Syrian soldiers.

Video's found in yesterday in twitter that, Free Syrian rebels who operates the second generation wire guided anti tanks missile, successfully intercepted a T 90 A tanks, The video's is incomplete. as it shows the TWO missile strikes close to the 12.7 mm cannon, and creates a big fire, within a moments tank operators seems abandoning the tanks and running away. after math of the attack big smokes arises from the tank. guessing Tank ready to explode.

Modern battle tanks are better equipped with new generation countermeasure suites to effectively counter, guided and unguided missiles and shells. known as soft kill technology by disabling their guidance and communication. Tanks like T 90 A, Abrams, Leclerc and Merkava has such systems. which gives additional protection to the tank.

Mostly the T 90 A comes with three layer of defense, first is the composite armour body, which gives strength and provide safe cover to the Tank from any kind of attacks. second is the ERA tiles, explosive reactor armour is a pack of explosives fitted in the Tanks body, which can counter react against guided missiles.

Third is the soft kill mechanism, The Russians and many other T 90 operators using Shtora countermeasure systems. The systems comes with two infrared jammers, which can jam infrared or command guided missiles like TOW, Milan and other second generation missiles. the IR Jammers jams any kind of command guided missiles who uses infrared to guide the missile.

This is where the Russian Tank failed to prove against the TOW missile. It's a bitter shock to analysts after the Su 24 easily shoot downed by the Turks. T 90 A is believed to be one of the better main battle tank in service of more than five countries include India.The Shtora failed to respond against the threat, thus makes destruction of the Tank.

The system also comprising laser warning receivers, who alert the crew, If anyone pointed the Tanks with laser guided missiles. Laser guided missiles like Hell fire and Javelin tracks the tank using laser beams. laser beams can be countered by smoke. So if Tank detects possibility of laser beams, they launch smoke Grenade to escape from the zone using the cover of smoke.

Additionally the Israeli's using active protection system, who act like a CIWS in Tank. The APS provide fourth cover to the Israeli Tanks.

When comes to Indian Scenario, India operates more than thousands of T 90 A, double than the Russian figures, The T 90 tank procurement is one of the kickback deal, where Russia agreed to provide complete ToT, who later provide less technologies, The Russians refused to provide the basic composite armour technology in T 90. Later India developed Kanchan armour which was used in Arjun Tanks.





India is the only country who always omit Russian EW system in every procurement, from Su 30 MKI to T 90 S, India omitted Russian countermeasure system. The Indian T 90 tanks they using the Swedish Saab designed LEDS 150 countermeasure soft kill mechanism. which will be replace the unreliable Shtora systems in T 90 A.

It's better that Indian Tanks are have more powerful and reliable EW systems than the Russian and other countries T 90 tanks. The Pakistani's and Chinese have tons of wire guided anti tank guided missiles who is waiting to blow up the Indian armor's. Anyway it's better that Indian T 90 MS has better protection than the Russian system.

Info on BGM 71 - TOW

TOW stands for Tube Launched Optically tracked Wire guided missile system, Which can engage targets upto some four kilometers with line of sight command. Which means the operator keep an eye on the Target till the missile hits.

TOW uses HEAT warhead, used to destroy tanks complete and igniting fire in ammo storage. HEAT stands for High Explosive anti tank warhead. The missile penetrate the tank using shaped charges then injects the ammunition inside the tank, will explode the tank completely.

FSA is known operator of the TOW missile, since the Syrian Civil war more than hundreds of armored vehicles were destroyed by Syrian rebels using the TOW missile.

Modernisation and Security of Shipyards


Government has plans to modernise and upgrade the shipyards where various types of warships and submarines are produced. A comprehensive assessment of the modernisation needs of the Defence Shipyards have been made based on the requirement of the ongoing and future Projects.

 The modernisation programme is intended not only to upgrade the existing infrastructure but also to expand their capacities in a significant manner and induct state of the art technology, so as to reduce build periods and increase productivity. 

Accordingly the DPSU Shipyards i.e. Mazagon Dock Shipbuilders Ltd (MDL), Garden Reach Shipbuilders & Engineers Ltd (GRSE), Goa Shipyard Ltd (GSL) and Hindustan Shipyard Ltd (HSL) have embarked on a comprehensive modernisation programme. Details are as under:-

MDL:

MDL has undertaken the ‘Mazdock Modernisation Program’ at a cost of Rs.966.88 Cr. The modernisation included creation of Module Workshop, 300 Ton Goliath Crane, New Wet Basin and Cradle Assembly Shop.

 MDL, with the completion of the modernisation program is aiming for a paradigm shift in Warship construction i.e. construction from unit assembly to block assembly enabling ‘Integrated Modular Construction’. This would substantially reduce the construction/building periods.

Post modernisation, the capacity of outfitting has increased from hitherto 3 warships 5 Warships and from 3 submarines to 6 submarines. The submarine building capacity is being further enhanced by constructing additional submarine related infrastructure.

GRSE:

The modernisation Plan which was focused on enabling modular construction has been completed at a financial outlay of Rs.606 Cr. GRSE is now capable of constructing concurrently multiple large modern ships. GRSE modernisation plan included creation of the following facilities:-

• Modern hull shop, upgradation of TRIBON ship design software, augmenting capacity of inclined berth, shipbuilding shop etc.

• Dry Dock of 10,000 Ton capacity, inclined berth of 4500 Ton capacity, Pier Quay and associated works & systems.

• Goliath Crane of 250 Ton capacity.

• Module Hall, Paint Cell & Equipment.

GSL:

GSL has undertaken a planned modernisation programme and is in the process of creating infrastructure for indigenous construction of MCMVs (Mine Counter Measure Vessels) for Indian Navy. Infrastructure modernisation plan is being implemented in four phases of which Phase 1&2 has been completed in March 2011. 

Work for balance phases are in progress. On completion of modernisation plan, GSL will have the capacity to build high technology glass-fibre reinforced plastic (GRP) hull Mine Counter Measure Vessels (MCMVs) indigenously with the help of foreign technology provider. In addition, this will also substantially enhance the rate of production and shipbuilding capacity of the yard.

Post modernisation:-

• GSL will overcome the constraints in terms of launch weight restriction by installation of 6000 Ton shiplift & transfer system with associated civil structures (i.e. improvement from the existing 1500 Ton to 6000 Ton capacity).

• There will be addition of construction berths for Offshore Patrol Vessels (from 1 to 3 for OPV size ships).

• Augmentation of Jetty Berthing Space (from 4 wet berths to 10 wet berths).

• Augmented material handling & crane capacity (addition of new workshop cranes from 5 Ton to 80 Ton capacity).

• New Level Luffing outdoor cranes upto 60 Ton Lifting capacity, two new block transporters of 100 Ton capacity.

• Increased repair capability with two berths for repairs of ships upto 6000 Ton and rationalisation of layout and material flow for efficient modular construction methodology.

HSL:

Currently the Repair and Refurbishment of Machinery & Infrastructure (RRMI) to modernise and upgrade the shipyard is under progress. The RRMI activities are being carried out progressively to meet the requirement for construction of future platforms.

The Government regularly reviews the security of the defence factories and shipyards. Periodic ‘Industrial Security Inspection’ of the DPSUs is carried by IB. Progress report on the observations of IB report are submitted every six months by the defence factories and shipyards to IB / MHA. The Department of Defence Production, has also uploaded a ‘Security Manual’ for the licensed Defence Industry on its website

The A 29 is the light attack turbo prop aircraft designed to provide close fire support and act as a trainer too. A 29 is developed by the Brazilian firm Embraer often used by all over the world. usually the A 29 is a better platform for African nations, Afghan is the one who recently bought some A 29 for light attack, and now Brazil offers A 29 to India.

Brazil interested to sell the A 29 to India, they announced that Brazil will send a A 29 into upcoming defense exhibition in Goa. A 29 is known good for conducting counter intelligence, reconnaissance and fire support mission, which Indian Army lacks in Kahsmir region. the A 29 is pretty slow and stormy sound that can be used against terrorists. A 29 also used in battlefield if the enemy air defense systems are overthrown by heavy fighters.

The A 29 comes with pretty decent cost than many other military jets who designed for light attack purpose. generally each A 29 costs less than $14 millions and the operating cost is way lesser which is just $500 per hour. the reason why A 29 preferred best compared to attack helicopters. each Apache helicopters costs more than $25 millions.

A 29 rolled out in 2003,within short time it performed significant operations all over the world, even the private security forces like Black water also operates few A 29. The size is small, easy transport and increased survivability is the reason.

The major advantage is the A 29 is, intercepting low flying loitering UAV's. sending a fighter jet to intercept large number of UAV is doesn't makes sense and costs too much, Sending helicopter makes low reliability due to high vibration during cannon firing and low speed.

There is no attack helicopter will match A 29's performance in close air support and low cost interception. each wings of the A 29 carries a powerful 12.7mm machine gun for multi purpose. used to shoot helicopters provide air cover to ground troops.





A 29's primary weapon payload comes with IR guided missiles and bombs. A 29 carry variety of IR guided air to air missiles for self defense, and drops IR and GPS guided bombs for precision strike. makes a better platform for multi role in low cost.

A 29 has self defense systems like countermeasures suites, missile approach warning system and radar warning receiver, which gives better situation awareness in dense battlefields.

A 29 has better range. It can carry nearly 1500 kgs of bombs and rockets and conduct combat mission at the range of some 500 kilometers. better range and payload capacity than many other attack helicopters. A 29 can stay in the air for more than six hours for reconnaissance mission. which is known good option of using A 29 as a observation flight. 

In Indian condition Indian army desperately need more than hundred such COIN fighters. However no one ready to hear army's plea. since entire air cover comes under IAF. The known HTT 40 is also a better platform. However the HTT 40 still on development phase and unreliable system. The armed Hawk trainer is also a better option. However it's not a better platform for COIN rather than light attacks only.

Chabahar Port development, Ministry allocates $150 million


The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to the proposal of the Ministry of Shipping for provision and operationalization of credit of 150 million USD from EXIM Bank for development of Chabahar Port in Iran.

Chabahar Port lies outside the Persian Gulf in Iran and will help in expanding maritime commerce in the region. India is negotiating this project to facilitate the growing trade and investment with Iran and other countries in the region, notably Afghanistan and also to provide opportunities to Indian companies to penetrate and enhance their footprint in the region.

An MoU was signed between India and Iran on 06.05.2015 by Shri Nitin Gadkari. Minister of Shipping, Road Transport & Highways and his Iranian counterpart. As per the MoU, India is to equip and operate two berths in Chabahar Port Phase-I with capital investment of USD 85.21 million and annual revenue expenditure of USD 22.95 million on a ten year lease.

 Ownership of equipment will be transferred to Iranian side on completion of 10 year period or for an extended period, based on mutual agreement. The Iranian side had requested for provision of a credit of USD 150 million in accordance with the MoU. As per the MoU, operation of two berths will commence within a period of maximum 18 months after the signing of the Contract.

The two berths will be operated by the India Ports Global Private Limited, a Company promoted by the Jawaharlal Nehru Port Trust and Kandla Port Trust - two major ports working under the Ministry of Shipping.

The Union Cabinet has now authorized the Ministers of Finance, External Affairs and Shipping to approve the final contract with Iran and for resolution of any issue arising in implementation of the project.

The Union Cabinet has also authorized the Ministry of Shipping to form a Company in Iran for implementing the Chabahar Port Development Project and related activities.

Indian army plans to procure some unknown number of light specialist vehicles which can work along with older Mahindra 550. However with improved mobility and light assault support. Army initially floated the tender back in 2010, which is revived later in 2012, when Indian automobile companies like TATA and Mahindra shown interest. It's in 2016 the program yet to be completed.

Indian Army uses the Mahindra 550 for light utility purpose, the M 550 deployed in borders comes with a INSAS LMG for self protection and act as a bullet proof can sustain from small arms fire. some associated with the officers transportation.

As per army RFI the LSV has unladen weight of some 3.5 ton with loading capacity of 1.2 tons which include enough room for six fully armed army soldiers. LSV also capable to conduct reconnaissance and patrol in all rough conditions, provide space and cross mobility in all terrains which include high altitude area's like Kashmir and desert fields. 

In the first RFI, many foreign nations responded with numerous model of 4x4 light specialty vehicles, which include Kamaz from Russia, Land rover from UK, However Army cancelled the RFI after Indian private players like Mahindra and TATA shown interest in LSV program and offers their own model.

TATA offered a new model vehicle, which is looks similar like the American hummerhowever smaller in size, The LSV shown impressive results during the tests conducted by army evaluation team. TATA LSV has two hard points for fire support, one on the side door and another on top. the vehicles also customized as open back and encircled for protection.

Mahindra offered the Axe series, which is a slight improved version of the older 550 series in service with Army. Mahindra AXE also shares similar characteristics with the TATA LSV. however the engine in the axe is a derived version of 2.7L Mercedes Engine for better performance.





During the winter trails in early 2012 that Indian LSV's shown better performance along with foreign models, Army shortlisted four contenders for the trails, which include TATA LSV, Mahindra Axe, Deftech Flyer from Malaysia and Land rover defender, After the revised RFI all foreign vendors eliminated which makes Indian private players are the only runners.

Later years army evaluated the Mahindra and TATA very much, however Army didn't announced who selected to supply undisclosed number of LSV to Army.  Later Ashok leyland itself offered his new model for Army LSV program, However the details of the army evaluation and field trails are unknown.

In 2014, There is report cited that the LSV order numbers could be 3500 units and the estimated cost is nearly 4000 crores. the report also added Ashok leyland also running in the tender along with Mahindra and TATA.

It's once again reported in early February last year, that army refreshing the LSV tender and soon to announce the winner, before buying in large numbers. however even after six year the deal still on frozen condition.

As part of Space Cooperation between India and Association of South East Asian Nations (ASEAN), Indian Space Research Organization (ISRO), at the behest of Government of India, is working towards the establishment of a Satellite Tracking & Data Reception Station and Data Processing Facility in Vietnam for ASEAN Member countries. This facility is intended to acquire and process Indian Remote Sensing Satellite data pertaining to ASEAN region and disseminate to ASEAN Member countries.

Under this initiative, all ASEAN member countries, including Vietnam will be allowed to access processed remote sensing data pertaining to their country.

Ground facility is designed in such a way that it will not allow Indian data to be accessed and processed by the system.

This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in a reply to an unstarred question in Lok Sabha today.

The Chinese fortified his stand in south china sea with powerful air defense missiles and long range surveillance radars. making the artificial island into a pure forward operating base against south Asian nations and USA. This fortification allows the Chinese to fight against his rival enemy USA and pacific nations off from Chinese mainland.

Recently pictures captured by western satellites confirmed deployment of S 300 clone HQ 9 in woody Island, this artificial island act as a military forward operating base and the fiery cross reef artificial island act as a air base which can operate heavy weight military cargo planes and fighter jets, China demonstrated such capability last year. 

As predicted earlier, China starts fortifying the island with modern air defense systems. the HQ 9 can engage targets upto some 200 kilometers, who also tracks 100 targets simultaneously and guide four missiles. So it's hard to conduct a free flight over the Island. Earlier US air force flown a pair of B 52 bombers over the island to show the free flight of international air space.

US Navy also repeatedly send it's missile destroyers within the territorial waters of artificial island, China reacted by sending fighter jets and a naval frigates to confront. However US didn't deviated his sail path and continued his sail close to the artificial island.





 India and other pacific nations also dispatched their naval ships to patrol the south china sea, however they never tried to enter the territorial water of artificial island, due to the harsh Chinese warning of provocation.

Last month, India and USA agrees to conduct a joint patrol in south china sea to show off force against China. However the plans are not drafted, and still on consideration. which is also be a part of UN regulation of freedom of patrol in international seas. 

As per current scenario, The Chinese Navy can destroy any incoming missiles  who targets the artificial island. Currently China deployed one regiment of HQ 9 comprising eight launch units. This also poses a serious threat to the US Navy's P 8 who routinely conducting surveillance flight over the Artificial Island.

Deployment of large number of high frequency radar's in the artificial island also gives China to track military targets from Malacca straight to entire south china sea, the zone where quarter of the world's trade shipping from east to south. Any misadventures against China would pose a serious threat to global economics too.

China slowly and steadily fortifies the islands with modern offensive and defensive system, which can allow the Chinese to face off against the US and other pacific navies. However it's clear, a coordinated attack by both USA, Japan and South Korea makes destruction of entire artificial island and stop the Chinese to advance into South China sea.

It's better to invest such huge amount in other armed forces like army and existing air force projects to speed up and enhance the quality and reliability, rather than going for an expensive Rafale fighter deal, The Rafale is not a magic plane that can sneak and destroy Pakistani and Chinese positions, other IAF jets like Su 30 MKI and Jaguar too do the same.

Currently many of the air force fighter program is running slow due to lack of funds, since Ministry and IAF stocking money to seal the Rafale deal. on the other side IAF backbone fighter  MKI waiting to get spare parts and ordinances. The Jaguar DARIN program delayed due to lack of funds, and the engine selections process too couldn't be resolved since ages.

The numbers won't make changes rather than technologically evolved fighters, There is no assessment that, authorized 45 squadron fighters can save India from coordinated attack by both China and Pakistan. although maintaining those 45 squadron of fighters also drain IAF's budget. So it's better to enhance the older fighters to keep them with upgrades.

There is no chance of using those older MiG 21 and MiG 27 in modern battles since they are not capable to survive in modern theater despite upgrades, It's better decommission those jets as soon as possible rather than scheduled decommission, this will consume more IAF's budget and also threats IAF pilots too who handles those vintage soviet fighters.

Air force recently started upgrading the Mirage 2000 with new avionics and sensor suites with modern weapons. It's reported that, HAL can roll out six modernized Mirage 2000 every year. the upgrade works scheduled to be completed before 2020. the new mirages are better in all terms, also shares few modern technologies with Rafale.  

The new mirages comes with new sensor suites, modern air to air missiles and engines, which makes it one of the better and modern fighter in IAF, IAF always maintained the service availability of Mirage 2000 is by more than 75%. IAF operates three squad of Mirage 2000.

Jaguar is the other one who waiting for good upgrade with modern engines and missiles, The Jaguars are one of the better platform used to carryout precision ground attack and SEAD missions. Jaguars with his unique features like terrain hugging fly path and lack of radar, provide better survivability in modern battlefields too.

The maritime Jaguars are already upgraded with new avionics and missiles, US made new generation Harpoon missile added in place of older generation Sea Eagle missiles. Even though IAF plans to replace the older Agave radar with modern Israeli AESA radar. also IAF plans to integrate the US made AGM 88 HARM missile to replace older martel missile to conduct anti radar missions.

The IS version of Jaguars also carries cluster munitions like US made CBU 105 and modern precision guided munitions, All the IAF jaguars can carry a pair of ASRAAM IR guided missiles for self defense. IAF operates six squadron of Jaguars. upgrading them with all the above said system keeps Jaguar better till 2035.

Sukhoi Su 30 MKI is one of the primary air superiority platform, however the fighter shows many problems, which include engine issues and lack of spare parts. which makes half of the fleet on the ground. The Su 30 MKI can conduct all kind of missions include anti shipping, air to ground and air to air missions.





IAF looking to upgrade the Su 30 MKI into super sukhoi with new generation avionics and engines, However as per current scenario the Super Sukhoi upgrade may be pushed to 2030 or so. What IAF need is to improve the service availability of Su 30 MKI upto some 75%, By opening new over haul centers allowing to stock more spares.

Recent contract with Israel to equip the Su 30 with new gen litening pod with Spice glide bombs makes the Su 30 MKI gives better stand off capability, the same what Rafale do since years by impressing nations with pin point ground strike even bypassing dense air defense systems with the help of spectra, The Su 30 MKI can configurable such system.  Su 30 MKI currently flies with Israeli EW system, which can be replaced with modern Israeli systems. adding those can even by pass Rafale's qualities too.

What the Rafale also have is long range stand off cruise missile, the SCLAP EG is better for air to ground strike with the range of more than some 200 kilometers. IAF also mulls for Brahmos in Su 30 MKI, however the Brahmos costs is too much, It's better DRDL can develop such air launched missiles similar like Pakistani Ra'ad and SCLAP EG for better stand off missile strike. IAF operates upto some 12 squad of Su 30 MKI. the numbers may increased by 15 in coming years.

MiG 29 is another platform that IAF currently doing upgrades, with new upgrades the MiG 29 is also act as a good company with Mirage and LCA. HAL can complete the upgrades before 2020. The new upgrades include modification in air frame to carry more fuel and carry heavy ordinances. IAF operates nearly three squad of MiG 29 UPG jets. 

The above mentioned fighter jets alone comes nearly 27 squadrons, adding more number of Tejas can roughly give 30 squad fighters with service availability of more than 75%, That's what we call a real and better air power, rather than 45 squads with 50% service availability. Even it's a known concern that IAF lack of fighter pilots too.

By spending those $9 billion into above said fighters makes more than what 100+ Rafale's do in IAF. this money can speed up the upgradation works and gives more fund to buy spares and ammunition's. quarter of the amount can also been spend for modernizing the air fields and protection systems like base defense VSHORAD's and Radar jammer systems.

The late and costly Rafale fighter won't suit Indian economical needs, It will bankrupt the IAF. It's clear no other US, European and Sweden Jets won't makes sense, they too abolish the IAF.

The new government sworn with the promise of crushing the cross border terrorism carried out by Pakistani army and the ISI. The earlier government relies on talking with the deaf who never hear Indian proposal of stopping infiltration. After two years of repeated terrorist attacks, the new government also adopts what the Congress govt used to stop terrorism, However the new BJP government went more than one step by allowing the Pakistani investigation team to investigate in Pathankot. with the repeated question of Pakistani action over the preparators of Pathankot attack.

The congress government poorly reacted when the Pakistani trained terrorists attacked Mumbai, while The government taken steps of mobilizing troops and bring the army's preparedness level into maximum, without taking any actions. Later years CAG and Army general slammed the government not to take steps to restore the war ammunition and reserve ammunition storage.

The above two issue gives victory to the BJP government, who known as aggressor against Pakistan. Even after BJP comes into power Pakistan conducting the same infiltration, as first some days Indian ministers and officials commented roughly against Pakistani actions along the border. This impressed the Indian Army and Civilians that if Pakistan continues the same, India might teach another lesson to Pakistan.

There were couple of major terrorist attack in India in last two years, Gurdaspur and Pathankot is remain top in all, The ongoing firing in Pampore also critical since the Terrorist captured a govt building and already killed five of our soldiers which include two Para special forces captain and a civilian. So far there is no official words issued from the government.

The BJP government once dispatched a special team into Burma to conduct a cross border ops against Maoist, revenging the killing of army colleagues. that impressed the Indian peoples that India might do the same in Pakistan occupied Kashmir too. what Pakistan replied is " we are a nuclear state, India do not try something like this in Pakistani soil ". The government didn't reacted and accepted the nuclear blackmail.

Pakistan repeatedly blackmailing India with it's unknown reliability of nuclear missiles, which makes the political spineless leaders sit idle, rather than allowing the army to carryout operations. The Government often blackmailed by Chinese too, the Chinese also showing solidarity with Pakistan, who makes Indian Army busy in fighting. 





Days ago, NSA Doval slammed the government about not allowing the soldiers to conduct combat operations. Doval also slammed the government's decision of fencing the borders too, He said those fences won't stop the infiltrator or the Pakistani army. What he said is true and we can see in reality.

As of now Indian armed forces are fully capable to trash the Pakistani uniformed terrorists, The Air force fighters can conduct more than 200 sorties per day, which is the minimum figure, The mechanized forces and armored column can reach the border with in 48 hours, The Navy also ready to conduct wrecking mission along Pakistani coast.

Our SAM batteries are ready to shoot down any incoming missiles, who are all escaped from the first wave of air strike. to keep Indian skies safe and secure during entire conflict. 

What we need is the spineless political leaders must react and allow our forces to conduct a limited conflict.

As for your information peoples, the martyred captain Pawan Kumar is just 23 years old, he is a only son of his family. the father gave him for us, Such souls are repeatedly buried every months, killed by Pakistani terrorists. The Pathankot NSG lt Col Niranjan's life also a example, who leave his three month old child.

This may continue till we take action, the words and authorization of allowing the Army to conduct a limited conflict with Pakistan under the cabinet and the prime minister.

A meeting between Israeli Director general of Ministry of Defense along with his officials, Israeli ambassador to India Carmon, home minister Rajnath singh and defense minister Manohar parrikar held in Delhi, Friday. some sources close to Israel mentioned the meeting discussed about the Prime minister's visit to Israel and the proposed arms deal worth of $3 billions.

After the president, home minister and foreign minister visit to Israel, The Indian Prime minister gearing to visit the Holy land. This is the first official prime minister level visit to Israel. However Modi as Gujarat CM visited Israel earlier. The prime minister's visit is not only just a political visit, It's a key military level visit too.

India selected the Israeli firm Rafael to team up with Indian private company Kalyani, to build and supply third generation fire and forget anti tank guided missile to Indian Army. Rafael's Spike beat US Javelin, french and Russian firms to supply more than 300 plus Spike launchers and 8000 plus Spike missiles. The proposed deal not yet signed so far, the deal still on the cabinet committee on security for negotiations and preparations. 

Indian army announced the spike missile selection in October 2014, following joint venture between Kalyani and Rafael by February last year. Days ago, IAF Selected the Israeli Spice guided bomb and new generation litening target pod to integrate into the Su 30 MKI. the reason is, to make the Su 30 MKI better in air to ground missions too, the details also found here. 





Indian Army is on the other side who repeatedly asking the land based version of Barak 8 dubbed as medium range SAM. The air force also asking the same, However some sources say India might sign a contract with Israeli IAI to supply one regiment of MR SAM, which comprising eighteen firing units. India also plans to sign mass acquisition of  Barak 8 missiles from IAI and DRDO for Indian Navy.

However there is no clear information about the proposed sale of armed Heron drone sale. Earlier it's reported that India already signed the deal with IAI to supply eight Eitan drone for some $400 millions. the earlier article about IAI Eitan found here.

Reports from Ministry said that, CCS and Finance ministry working closely with the Israel firms to prepare the final contract papers. which will be signed during the PM visit to Israel.

India, Brazil and South African Joint Naval Exercise IBSAMAR-V


The fifth edition of exercise IBSAMAR between Brazil, India and South Africa is slated be conducted from 19 – 29 Feb 16 off the West Coast of India, with the Harbour Phase being conducted at Goa. This is the first time that Exercise IBSAMAR is being conducted in Indian waters; all previous editions being held at/off South Africa. 

The primary aim of this exercise is to increase interoperability amongst the three navies as well as develop common understanding and procedures for maritime security operations.

Naval cooperation between the three countries epitomises the strong long term strategic relationship between the three democracies and vibrant economies. Initiated in 2006, Exercise IBSAMAR is the most visible manifestation of this convergence of democratic values, economic interests and maritime cooperation. 

The scope and complexity of Exercise IBSAMAR has increased steadily and in its 5th edition in 2016, IBSAMAR has matured into a complex trilateral exercise involving participation of ships, submarine, aircrafts and special forces from Brazil, Indian and South Africa.

The scope of Exercise IBSAMAR –V includes wide-ranging professional interactions during the Harbour Phase and a diverse range of operational activities at sea during the Sea Phase. The thrust of exercises at sea this year would be on Anti-Submarine Warfare (ASW), Surface firings, Air Defences, Visit Board Search and Seizure (VBSS), Flying Operations, Search and Rescue and tactical procedures.

During Exercise IBSAMAR-V, the Indian Navy will be represented by INS Mumbai an indigenous designed and built guided missile destroyer, INS Trishul a stealth frigate and INS Shalki a Shishumar class submarine. In addition, various Fast Attack Craft, Sea Harriers and Mig 29K fighter aircraft, Dornier Maritime Patrol Aircraft and integral rotary wing helicopters are also scheduled to participate in the trilateral exercise.

The Brazilian Navy would be represented by Brazilian Naval Ship Amazonas, with embarked Special Forces, Commanded by Commander Alessander Felipe Imamura Carneiro. The South African Navy would be represented by South African Naval Ship SAS Spioenkop with integral helicopter and embarked Special Forces, Commanded by Captain MA Boucher. Both the ships are on return passage after participating in the International Fleet Review (IFR) held at Visakhapatnam from 04 – 08 Feb 16. Commencing at IFR, Exercise IBSAMAR V marks an operational chapter to nearly a month-long interaction of these ships with the Indian Navy.

Ex IBSAMAR highlights the maritime dimension of the IBSA Dialogue Forum and the robust South-South cooperation. The current edition is another significant step in strengthening mutual confidence and inter-operability as well as sharing best practices between the Indian, Brazilian and South African Navies. The exercise will also go a long way in enhancing maritime security in the Indian Ocean Region and beyond, for the benefit of the global maritime community.

Navy sources confirmed that government will soon to take decision of P 75 I submarine construction project in India, with the assistance from foreign vendors. Under the make in India plan private/public shipyards will be selected to construct six new generation submarines. The estimated project cost around of some $10 billions which include weapons and support systems.

Currently four nations offering their submarines and government personally request the Japanese to participate the P 75 I program. each nations offer's their new generation air independent and fuel cell based submarine to India, Earlier six scorpene class submarine costs around some $3 billions. and India plans to construct additional three secorpene subs.

The new generation submarines comes with pretty modern technologies, like vertical launching tubes, marine delivery vehicles, and advanced propulsion mechanism. The Israeli Dolphin boats comes with six 533mm torpedo tubes and four 650mm torpedo tubes to launch long range popeye cruise missile.

The German designed modified Dolphin known as one of the heaviest and superior sub marine after the Japanese Soryu class boats. The Germans are offering the Type 214 submarine, which is a variant of Dolphin class. The Japanese are asked to participate the P 75 I program with the new generation Soryu class displacing around 4000 tons. However they didn't interested to participate.

Recently the Spanish offered their S 80 class submarine to India, when speaking, Navantia shipyards officials said, Spain is ready to offer the state of art S 80 to India under the P 75 I program.

Anyway, as per some information's there were two contenders are competing to capture the deal, one is the French DCNS made SMX Ocean and the German designed Type 216 boats. India currently operates German, French and Russian made submarines. and Indian Navy not ready to move away from the earlier contractors. So it would be a challenge between SMX Ocean and Type 216.





The SMX Ocean is a derivative of French nuclear submarine Barracuda. The SMX ocean comes with AIP and lithium ion cells instead of nuclear propulsion in Barracuda. The unique model of SMX Ocean comes with six vertical launching cells and torpedo tubes. The sub also comes with a marine delivery vehicles, which can also launch unmanned underwater vehicles too.

The SMX Ocean is a huge sized submarine with the displacement of around 4000 tons. Almost equal size of the German future submarine Type 216. both these large size submarines are designed to conduct operations long away from the port or conduct long range underwater escort mission for carrier strike group.

The Germans didn't offered the Type 216 to India, Since it is a concept model only. If India asks the Germans to offer the Type 216 they will offer it. Currently the Type 216 and SMX Ocean participating the Australian submarine tender to replace the Collins class submarine.  The Australians are operating two Juan Carlos class LHD's. The new submarines are intended to provide underwater escort to the LHD's.

Soon Indian Navy too operate two large sized aircraft carrier and four LHD's. As a carrier strike missions Navy needs two submarines for underwater escort. this can be done by Scorpene and SMX Ocean or Type 216 submarine.
